The effect of victim offender mediation on juvenile offender recidivism: A meta-analysis

Abstract: This article reports the results of a meta-analysis of the effects of victim offender mediation (VOM) on juvenile recidivism. Analyses were conducted on fifteen studies consisting of 9,172 juveniles in twenty-one service sites in the United States. Participation in VOM accounted for a 34 percent reduction in juvenile recidivism. Recommendations for methodological improvements in future research are discussed.

“…Victimless crimes (like some forms of drunk-driving and some drug offenses) may be less subject to restorative justice-court differences as the encounter with a victim is minimal (with a state official standing in for the harm the crime caused) (Strang 2001). And comparisons of recidivism rates are subject to great selection biases, with the more minor crimes or those committed by juveniles more likely to be assigned to restorative, not conventional adjudicative, treatment conditions (Braithwaite 2002, Bazemore & Walgrave 1999, Bradshaw et al 2006, Pfeiffer 1998. Finally, empirical studies, with rare exception, tend to homogenize offenders and do not capture the offender who commits crime "for the thrill of it" and may not be deterred by either restorative justice or conventional criminal processes (Katz 1990).…”

“…Female offenders demonstrate better outcomes than males (Baffour, 2006;De Beus & Rodriguez, 2007;Rodriguez, 2007). Also, longer periods of follow-up result in lower re-offending rates (Bradshaw et al, 2006). Younger participants show improved outcomes for restorative programming than older ones (De Beus & Rodriguez, 2007).…”

“…The greater part of investigations, including three meta-analyses, suggests that about a third (28-34%) of offenders recidivate following participation in restorative programmes; in experimental studies the majority of offenders were less likely to reoffend when compared to control groups (Bergseth & Bouffard, 2007;Bonta, Jesseman, Rugge & Cormier, 2006;Bonta et al, 2002;Bradshaw et al, 2006;Latimer et al, 2005;Rodriguez, 2007). In general, victims and offenders express high levels of satisfaction with the mediation process (Bonta et al, 2006;Bradshaw et al, 2006;McCold & Wachtel, 2000;Mutter & Dugmore, 2008;Umbreit & Fercello, 1997;Wemmers & Cyr, 2005).…”
