Sektor pertanian mempunyai peranan yang strategis dalam memajukan perekonomian Indonesia termasuk di Provinsi Jawa Timur sebagai Provinsi yang potensial di sektor pertanian. Akan tetapi, dalam dekade terakhir terjadi penurunan jumlah petani yang disebabkan adanya permasalahan regenerasi yaitu fenomena petani usia tua atau aging farmer. Oleh karena itu, penelitian ini bertujuan untuk mengelompokkan Kabupaten/Kota di Provinsi Jawa Timur berdasarkan karakteristik petani tahun 2022 sehingga dapat dilihat gambaran umum dari kondisi petani di Jawa Timur. Penelitian ini menggunakan analisis K-Means Cluster berdasarkan sembilan variabel meliputi umur, pendidikan, pengalaman kerja, jam kerja, status berusaha, penggunaan teknologi, internet, penghasilan serta pembukuan usaha. Hasil penelitian menunjukkan bahwa terdapat sebanyak 5 kabupaten/kota tergolong kedalam cluster 1, terdapat 5 kabupaten/kota tergolong kedalam cluster 2, serta terdapat 28 kabupaten/kota pada cluster 3. Kabupaten/Kota yang tergolong kedalam cluster 3 mempunyai kondisi karakteristik petani cukup rentan atau kurang baik meliputi rata-rata penghasilan petani yang paling rendah, tingkat pendidikan petani berada pada jenjang SD, persentase petani yang menggunakan teknologi, internet dan melakukan pembukuan keuangan yang masih rendah serta pengalaman kerja yang paling lama. Ketiga cluster mempunyai kesamaan karakteristik yakni memiliki rata-rata usia petani dalam kategori tua atau aging farmer. Kondisi karakteristik petani pada Cluster 3 menjadi penyebab adanya keengganan masyarakat untuk melanjutkan bekerja di sektor pertanian, sehingga menimbulkan adanya penurunan jumlah petani dalam dekade terakhir khususnya yang terjadi di Provinsi Jawa Timur.

Nature-based Income Generating Activities (NIGAs) can enhance livelihoods of smallholder farmers and biodiversity conservation in highly degrading ecosystems. These practices are promoted by various development and conservation partners worldwide to combat land degradation and biodiversity loss. However, their adoption remains low for reasons not well understood by their promoters. This can largely be attributed to the failure of the promoters to recognise and acknowledge the perceptions and priorities of target communities. We use the case of Uluguru Mountains to investigate the perceptions of farmers regarding the NIGAs that have potential to enhance both livelihoods and biodiversity conservation. Specifically, we use the Kendall's Coefficient of Concordance (W)/Kendall's tau, the Spearman correlation/Spearman's (rho), and the Likert scale methods to identify the highly ranked NIGAs and test the hypotheses that: (a) the smallholder farmers in the study area did not agree among themselves about the ranking of potential livelihood and biodiversity-enhancing NIGAs, (b) the promotion of agroforestry has reduced the communities' reliance on firewood, building poles and wood from the Uluguru Forest Reserve (UFR). We used the latter as an indicator of improved biodiversity conservation. We found that agroforestry and beekeeping were the highly ranked NIGAs and the communities in the study area had moderately reduced their reliance on timber products from UFR. We conclude that NIGAs can significantly enhance livelihoods and conserve biodiversity in mountain areas. However, future efforts to promote them should be guided by a thorough understanding and recognition of the real needs and priorities of target beneficiaries. This is imperative for winning their support and for designing the right outreach package.

Farmers’ Perception of Good Agricultural Practices in Rice Production in Myanmar: A Case Study of Myaungmya District, Ayeyarwady Region

Although the Myanmar Ministry of Agriculture and Irrigation (MOAI) implemented Good Agricultural Practices (GAPs) in rice production, farmers’ application of GAPs is decreasing. This study was conducted to examine farmers’ perception of GAPs and the determinants of that perception. Data were collected using a structured questionnaire from a random selection of 315 farmers. By applying principal component analysis (PCA) and cluster analysis, the study found that all component technologies of GAPs have relative advantages and visible benefits. However, these component technologies of GAPs in rice production are perceived as relatively difficult to apply by farmers. According to the result of the binary logit model, determinants of farmers’ perception were gender, education, farmland size, access to credit, income from crop production, contact with extension agents, receiving agricultural information, and receiving training in GAPs in rice production. Some agricultural policies and extension activities are needed to enhance farmers’ perceptions of the compatibility of GAPs in rice production. First, the implementation of GAPs in rice production should focus mainly on low-income farmers who own small amounts of farmland. Second, MOAI should reform the credit plan for farmers who wish to accept GAPs in rice production. Third, extension workers should have regular contact with farmers to enhance farmers’ perception of the compatibility of GAPs in rice production. Finally, more agricultural information should be provided, especially for farmers who have larger farms and higher income, concerning the advantages of using GAPs in rice production.
