The Dynamic Federations: federate Storage on the fly using HTTP/WebDAV and DMLite

Abstract: Recently the importance of clustering storage nodes across site boundaries is becoming more clear, thanks also to the recent ongoing initiatives in the CMS and ATLAS experiments.
