In terms of the Fourth Industrial Revolution, not only the list of end-to-end technologies is changing, but the thinking and methodological approaches to the development of breakthrough scenarios are radically transformed. Obviously, actively recovering industry in next few years will be one of the main drivers of economic growth in Russia. The main conductor of breakthrough development in these conditions will be promising high-growth industrial companies that have the highest leadership potential in both the Russian and global markets. The article reviews the exponential models of the breakthrough development of industrial systems, which will achieve global competitiveness in high-tech markets.

The aim of this work is the formalization of the model of coordination of interests of employers and owners of human capital in the labor market in high-tech industries of the national economy in the conditions of transformation of the national economy. Research conducted by the authors proved that the structure of costs of reproduction of human capital and the requirements for human potential have their own distinct features that should be considered in the specification of the economic model of value creation of human capital in these sectors. Authors propose an improved method of balancing interaction of economic interests of subjects of the labor market: employee and employer. The model reveals the mechanism of formation of the equilibrium value of human capital based on the cost approach and the income approach in modeling supply and demand in the labor market in high-tech industries. The model allows to estimate a quasi-equilibrium state of the labor market in high-tech industries with emerging trends in this market in the country as a whole. The study provides valuable analytical information required to implement science-based economic decisions in the management of human resources and their transformation into human capital, which in turn will improve the efficiency of realization of innovation potential of the company as the subject of the high-tech industry of national economy. At the level of state governance model allows to monitor the mismatches in the labor market that allows to develop actions to minimize their negative impacts on the national economy.

One of the key factors of innovative development is the availability of a favorable innovative environment ensuring the transformation of ideas and developments into market products, introduction of these products into most important branches of economics and social sphere, as well as allowing saving the unique set of scientific and engineering schools. But the key problem for implementation of effective innovations is the absence of favorable environment and innovative climate promoting creation of innovations, ensuring the growth of global competitive ability, labor productivity, and life quality of population. Thus, the formation and development of the innovative environment as the most important condition for implementation of effective innovations represents the actual scientific task of significant national economic importance. Digital technologies are best developed in a harmonious ecosystem. Nowadays, ecosystem-based projects are becoming more popular, when a community of people connected by common interests is formed; the economy is very rapidly migrating into the history of ecosystems. In the next 10 years, we should expect the competition of ecosystems, digital platforms integrated between each other: in the upcoming global digital economy, that economic contour will win, which will be the fastest growing in the number and quality of digital platforms integrated into a single ecosystem. That is, the digital economy should be seen as an ecosystem economy.
