This review classifies, according to levels of empirical rigor, the empirical work dealing specifically with management by objectives (MBO) and it summarizes the major findings of the research and suggests observations regarding the implementation and maintenance of MBO programs.No previous classification or system of organizing the empirical studies of MBO (management by objectives) has been published. The task of relating one study to the next or one study to the whole has been neglected. Because the claims of individual researchers are seldom compared, they remain largely unconfirmed. Consequently, conflicting opinions and conclusions confuse researchers and practitioners. For example, some researchers (Raia, 1965(Raia, , 1966 Tosi & Carroll, 1970a) report that MBO will increase an employee's sense of motivation, and others, equally confident, claim that it will not (Dyer & Weyrauch, 1975).The amelioration of these differences should have the impact of decreasing frustrations and confusions for two important reasons. First, researchers investigating MBO and its related variables would be more certain they were studying the same phenomena. With a common system of classification, they could tender relevant recommendations for MBO use and improvement. Second, practitioners would be better equipped to refine and perfect the application of MBO. This article classifies the studies according to their empirical quality and examines and categorizes their commonalities to interrelate the empirical knowledge and pave the way for more realistic and enduring MBO application.While assuming full responsibility for the work itself, I gratefully acknowledge the review and helpful criticisms of Robert T. Participative Management in the Small Firm: A Longitudinal Study of an M.B.O. Program

This paper reports the results of a participative management Program on members of a small firm in the areas of behavior (commitment) of employees and attitude of these employees toward management (leadership). A technique for the implementation of such a program for small firms is outlined. Data was collected for two time Periods: pre MBO and post MBO. The results indicate that there were significant changes in nine of the fourteen behavioral dimensions measured (seven at the .01 level), as well as seven of the eight dimensions of attitude of employees toward management (six at the .01 level).
