The Data-to-Action Framework

Abstract: Although health education programs may benefit from quality improvement methods, scant resources exist to help practitioners apply these methods for program improvement. The purpose of this article is to describe the Data-to-Action framework, a process that guides practitioners through rapid-feedback cycles in order to generate actionable data to improve implementation of ongoing programs. The framework was designed while implementing DELTA PREP, a 3-year project aimed at building the primary prevention capaci… Show more

“…We used our rapid feedback program improvement process to identify how coalitions perceived the usefulness of project supports and made adjustments based on participant feedback (Schober & Fawcett, 2015; Zakocs et al, 2015). Supports often worked together to reinforce new concepts and promote learning and action.…”

“…DELTA PREP had summative, process, and program improvement evaluation components (Zakocs & Freire, 2015; Zakocs, Hill, Brown, Wheaton, & Freire, 2015). We focused the summative evaluation on assessing whether or not the project met its primary goal of improved coalition prevention capacity demonstrated by organizational changes.…”

“…To examine how DELTA PREP supports accelerated coalitions’ integration process, we systematically reviewed data collected from all 19 coalitions as part of DELTA PREP’s rapid-cycle program improvement evaluation (Zakocs, Hill, Brown, Wheaton, & Freire, 2015). The program improvement evaluation assessed participants’ satisfaction with and use of project supports, as well as how useful supports were to coalitions’ prevention capacity building.…”

“…When introducing a developmental evaluation approach, Patton et al 14(pV) wrote, “developmental evaluation provides evaluative information and feedback to social innovators, and their funders and supporters, to inform adaptive development of change initiatives in complex dynamic environments.” The DELTA FOCUS evaluation model addresses the challenges of evaluating a multisite program that supports state domestic violence coalitions, embedded in different complex social environments , which are directly implementing and supporting the implementation of multiple, and often evolving, approaches to prevent IPV in communities. 11 To learn which approaches might contribute to the knowledge base of promising community-level IPV prevention strategies, CDC adopted a developmental evaluation approach and the Data-to-Action Framework 15 to support adaptive learning and enhance evaluation practice.…”

“…The Data-to-Action Framework was designed specifically for early-stage programs that can benefit from rapid feedback for the purposes of program development, refinement, improvement, and identification of barriers to implementation. 15 The 4 key elements of the Data-to-Action Framework are a team-based approach, ongoing adaptations for early-stage developmental programs, use of rapid feedback cycles, and generation of actionable data. 15 The rapid feedback cycles involved 5 steps:…”
