Food loss may occur in production, storage, transport, and processing, which are the stages of the value chain with the lowest returns. The current searching was done by the keywords in main indexing systems including PubMed/MEDLINE, Scopus, and Institute for Scientific Information Web of Science as well as the search engine of Google Scholar. The most important points challenging areas that represent opportunities for stakeholders to look into in China are, put in place suitable economic incentives to encourage restaurants to get more involved in the formal system, create a comprehensive regulation system to benefit all relevant stakeholders by clearly defining their respective roles and responsibilities, which is necessary for the proper functioning of the whole system. In China, the most important regulations, policies and plans are regulations on safety issues of food waste treatment, detailed countermeasures on organizing, educating, supervising, and inspecting the work on food waste reduction in China, and detailed plant for household waste collection and treatment, issued by Chinese government, state council, and ministry of environmental protection. Setting national goals, awareness-raising campaigns, strict and appropriate regulation, stakeholder engagement, biorefinery and food waste recycling to animal feed are important strategies for better waste management. The most important food waste management practices in China are source separation, animal feed, rendering, composting, co-digestion, anaerobic digestion, incineration, landfill, and etc. Understanding social factors influencing household behavior is utmost importance; public education and specific communication highly contribute to improve recycling.

It has been recognized that innovation drives the long-run economic growth of nations and increasingly governments are placing innovation at the center of their economic growth strategies. International variation in the investment on innovation presents an opportunity to examine key enablers of innovation-driving policy choices. Countries find themselves at different stages of economic development and innovation performance and so their relative levels of innovation inputs and outputs are likely to be different. In this study we employ a systems of innovation approach to examine what enables improvements in innovation potential among developed countries. Using data from the 2017 Global Innovation Index (GII) Report, we subjected 770 data measures to an analysis of 242 relationships involving changes in the GII’s innovation inputs/outputs scores and overall innovation potential of 35 OECD countries over a five year period (2012 to 2016). Our findings suggest that instituting policies that improve access to open and competitive markets is the most significant enabler for raising a developed country’s innovation potential.

Low-value recyclable waste accounts for a large portion of urban waste output in many modern cities. The improper management and disposal of LVRW result in environmental pollution and a waste of resources. Given the characteristics of a high recovery cost and low recovery income of low-value recyclables, it is difficult to obtain a satisfactory waste disposal effect by completely relying on the market mechanism. It is thus necessary for the government to implement effective subsidies for multiple subjects in the urban waste recycling system (UWRS). This study examines the independent roles of four subsidy policies—subsidy to the third-party waste disposal institutions, subsidy to a state-owned waste disposal institution, R&D subsidy for green technology, and subsidy for government publicity—and develops a system dynamics model to verify the performance of the UWRS under different combinations of subsidy-based policies under multiple scenarios. Data on urban waste disposal for Guangzhou from 2019 and 2020 were used to validate and simulate the model. A sensitivity analysis of the main exogenous variables was carried out, and the conclusions are as follows: (1) On the premise of a fixed subsidy capital pool, a mixed subsidy policy produced the best impact on the UWRS. (2) The total subsidy needed to reach a certain threshold; otherwise, the mixed subsidy policy did not improve the UWRS. The total subsidy produced diminishing returns once it had exceeded the threshold. (3) Appropriately reducing subsidies for the third-party waste disposal institutions within a reasonable range does not affect the performance of the UWRS. (4) The effect of government publicity has short-term advantages, while the long-term potential of green technology is greater. Multi-agent coordination and the guidance of the market mechanism are important priorities in the design of subsidy-based policies. In addition, the trade-off between subjects needs attention, and a plan for mixed subsidy policies needs to be designed and implemented according to the response periods of different policies. The research here provides theoretical support for the government for designing subsidy-based policies.
