[1] In the context of the restructuring of the water industry, this work examines the treatment processes of urban wastewaters in Italy, with reference to costs, size, and technology. The operating cost function of 103 plants confirms scope economies from vertical integration and strong economies of scale for the smaller structure, confirming the benefits coming from the aggregation of the existing little firms. A minimum efficient size at about 100,000 inhabitants, however, inhibits the creation of large monopolies at a local level and enables the maintenance of indirect competition. Among the explanatory variables of running costs, the pollution load of the input wastewater takes on a high statistical significance and suggests environmental prevention, while the strong impact of sludge concentration means it should be considered in the new tariff systems. The recent introduction of advanced treatments is expensive, but the costs are balanced by a notable improvement in the pureness of the effluent waters. Formulation and estimation of a correctly specified abatement cost function would be central to policy formulation regarding imposing taxes or user-fees as well as of sharing social cost in the presence of environmental pollution. Often in research, the output of an abatement activity for water pollution appears to us not to have been clearly specified. This activity is very distinct from whatever is the actual product of the plant. We propose in this paper that the output is only and exclusively the reduction in the level of the pollutant in the outflow from the plant and illustrate this with primary data for small-scale factories in Nandesari Industrial Estate in Gujarat, India. The cost function estimates provide evidence of significant scale economies and high marginal abatement cost in wastewater treatment by small-scale factories.

In European countries, wastewater treatment service is often provided by utilities, which have to comply with environmental laws and, at the same time, should control costs in order to restrain tariff growth and earn profits. By applying a conditional order-m efficiency method, this study provides some insights to the operational variables affecting the efficiency of 137 plants owned by a water utility operating in Tuscany, Italy. These performance drivers are categorized as: 1) wastewater features, 2) plant technology, 3) other plant features, 4) output quality, and 5) sludge disposal method. Starting from some controversial results from prior literature, this paper provides some useful insights on the best policies that could be adopted by a utility to catch cost savings
