The legal field is undergoing a disruptive change with the emergence of technology- based legal services aimed directly at serving the consumer, bypassing the need for a human lawyer. Specialized legal technologies powered by Artificial Intelligence (AI) or enabled by blockchain are leading to what is being referred to as new law, new ways of interpreting, implementing, and enforcing the law. Raymond Brescia has termed this transformative period in legal history as the third wave of lawyering. This wave is characterized by a new world of law without lawyers, comparable to the banking revolution, where mobile apps and online banking platforms replaced traditional tellers. There is an emergence of a legal ecosystem where conventional legal practices coexist alongside technology-driven legal services. These legal techs hold the promise of enhancing legal and justice inclusion by providing cheaper, more convenient, and more accessible legal services compared to traditional law firms and lawyers. This paper examines the emerging legal tech field, focusing on the business- to-consumer (B2C) category.B2C legal tech refers to tools designed to provide legal services and information directly to consumers without requiring the involvement of a human lawyer. This paper explores the factors driving these disruptive changes in legal services and evaluates some of the limitations of legal tech in meeting clients’ legal needs. The author concludes that B2C legal tech is gaining traction. However, the author avers that these technologies have limitations in fully meeting the needs of their users; therefore, lawyers still play an essential role in the legal ecosystem. As legal tech continues to gain traction, specific measures need to be implemented to address some of their limitations and ensure the seamless integration of these technologies into the legal field. This paper contributes to the ongoing discourse on the future of the legal profession in the era of technological advancement.

The multiplication of apparently similar Innovation Labs throughout the local territories raises questions about their role and their positioning. Innovation Labs are generally supplied by local resources. This substantial growth could facilitate the connection of various regions within a territory, thereby creating new areas for experimentation. The public authorities need these labs to bring added value to their territory. This study shows that a network of Innovation Labs could be a strategic means to support territorial dynamics at a local scale. The literature does not provide concrete tools, resources, and methods to evaluate the territorial impacts of Innovation Labs. Furthermore, no literature review regarding the networking of Innovation Labs in a territory has yet been conducted. This paper begins to fill this gap and shows that the linking of innovation labs can support territorial dynamics. Through a review of the literature, research trends pertaining to territorial dynamics and innovation laboratories were identified. The contribution of this paper is the proposal of an approach to design a system of indicators to analyze a network of ILs adapted to a local territory as well as a portfolio of indicators. These results will allow us to follow the evolution of these labs, their interactions and their impacts on a local territory.

The study examines human capital as a set of socio-economic relations and as one of the determining factors of economic growth. The main attention is paid to the analysis of opportunities to improve the quality of human capital at the local level, based on mechanisms of cooperation among stakeholders and reforming the landscape of local self-government - in particular, through the creation of innovation hubs, the implementation of digitalization projects, and the expansion of the use of artificial intelligence technologies. The opportunities and benefits of direct participation of local communities in international economic relations and global supply chains are demonstrated.
