How does regulation change in authoritarian polities that tightly control public discourse and social mobilization? Socio-legal theories assume that regulation changes through intersubjective dialogical exchanges that persuade regulators to alter how they perceive social problems and the appropriate regulatory responses. Although this framework captures regulatory change in transparent dialogical spaces, it misses much of the regulatory story in the opaque discursive processes that order authoritarian polities. This article turns to sociological institutional theory-a non-dialogical theory to understand regulatory change in Vietnam's authoritarian polity. It investigates how commercial regulation in Vietnam has responded to an emerging mixed-market economy, at the same time the state has suppressed public dialogical challenges to socialist ideology. It concludes that regulatory change occurs when regulators respond to economic and social crises and layer new ideational components onto old programmatic ideas, converting them to new uses. | INTRODUCTIONHow does regulation change in authoritarian polities 1 that tightly control public discourse and social mobilization? Changing social, political, and cultural processes in Vietnam are reshaping people's emotional and social responses to domestic violence on multiple levels. Socioeconomic reforms instituted in the 1980s, the related state revival of Confucian gender ideologies, and the influences in recent decades of international and local nongovernmental organizations’ approaches to domestic violence are significant shifts that have influenced these emergent responses. Using the framework of feminist critical medical anthropology, I explore how different emotional experiences of violence provide insight into patterns of help‐seeking and interventions addressing marital violence. I suggest that Vietnamese state discourses and laws shape people's feelings in diverse and sometimes contradictory ways. State actors, for one, are particularly influenced to express and experience emotional responses in support of the nation. On the other hand, abused women, community members, and professionals experience more ambivalent feelings toward state discourses and practices as they engage moral emotions of care, love, and concern, prioritizing abused women's health and safety. Complicating this is some state actors grappling with their own ambivalent and tangled feelings as they assist abused women. Awareness of the diverse cross‐cultural range of emotional complexity can aid feminist anthropologists and activists in attempts to understand and prevent domestic violence.

Shared Streets: Choreographed Disorder in the Late Socialist City

This article examines the local self-governance of streets and sidewalks in Hanoi, the capital of the Socialist Republic of Vietnam. Streets and sidewalks are shared among diverse actors for various activities while being formally managed by the state. Since the passing of the <em>Đổi Mới</em> economic reform program in 1986, which paved the way for the development of a private sector economy, street trade has been flourishing in Hanoi. Private individuals, mostly women, temporarily occupy sidewalks and streets to sell their goods. This form of petty trade caters to urbanites’ everyday demand for fresh products and food. While many Hanoians are actually in favor of street trade, the municipality seeks to undermine and regulate street trade, as it contradicts some state administrators’ vision of a modern and civilized city. Drawing inspiration from Jacobs’ (1961) “sidewalk ballet,” this article particularly examines the social norms governing public space. As they constantly need to negotiate their right to the city, street traders develop tactics to circumvent the municipal sidewalk order. Following the rhythms of regular crackdowns on street trade, the emergence and vanishing of mediation spaces, and urbanites’ tactics, this contribution seeks to understand modes of urban governance over these shared spaces. This study draws on ethnographic data collected during one year of fieldwork, local newspaper analysis, and secondary literature.
