Does the Change to Win Federation Represent U.S. Labor’s Third Moment? Evidence from National Labor Relations Board Certification Elections, 2003–2005

With regards to the singleunion certification election data for the more recent time period, the data was taken from the monthly NLRB Elections Reports from January 2003 through December 2005.…”

“…Nevertheless, beginning in 1997 in the NLRB Election Reports, North American Industry Codes (NAICs) have been used instead of SICs as the industry indicator in which the union certification election was conducted. Therefore, it was necessary to convert the NAICs into the appropriate SICs so that CIs could be computed based on Chaison and Dhavale's (1990) formula. In order to accomplish this, each election's NAIC code was looked up in " Table 1-1997 NAICs United States Matched to 1987 U.S. SIC" so that the correct SIC for each certification election could be obtained.…”

“…This first statistic, created by Chaison and Dhavale (1990), takes into account the position of the primary SIC, defined as the SIC which has the largest number of elections, as well as the pattern of the distribution of elections among the nonprimary SICs. That is, the CI quantifies the degree of focus or diffusion of a union's organizing approach by explaining the position of the dispersal of elections between the two extreme options.…”
