“…Many previous studies have shown that national implementation of nature conservation policies differs across the EU [7][8][9][22][23][24][25]. Differences in implementation pathways are related to differences in policy culture in each country and consequently policy integration [14,[26][27][28][29], financing of conservation measures and compensation payments [29][30][31][32][33], management practices [34,35], institutional factors [3,13,23,29,[36][37][38], social factors [3,15,[39][40][41][42][43][44][45], and environmental factors [46,47]. In a recent review of studies related to nature conservation, Popescu, et al [48], and Blicharska, Orlikowska, Roberge and Grodzinska-Jurczak [21], concluded that research related to ecological factors prevail, while social, economic, and policy ones are underrepresented.…”

“…Although it has been often demonstrated that Natura 2000 sites can provide a range of benefits at local, regional and national level, significantly larger than their implementation costs [19], these benefits often remain unknown and their actual valorization does not allow for the covering of management costs. Given that there is not a "one size fits all" approach to funding Natura 2000 network [20], in this paper we assumed that a PES approach is quite "flexible" for being adapted to different contexts and can effectively contribute to more effective interventions at different spatial and administrative levels in favor of Natura 2000 areas. Three different types of "Capital" are involved in PES: "Economic Capital" including both financial flow and all local economic activities (especially agricultural activities); "Cultural Capital" deriving from national, regional and local regulation, traditional knowledge and social relationships and "Natural Capital" [21].…”

“…a national level, taking into account that various stakeholders, both at a local level and in national politics, might not favour sustainable solutions (Blondet et al, 2017;Goodwin, 1998;Jentoft, 2017;Sarvašová et al, 2017;Van Assche, Beunen, & Duineveld, 2016).…”

“…Local aspects of planning relate to the consultation and/or participation of stakeholders during the plan development. They have local knowledge about the site that is required to develop the plan as well as views on the problems that need to be addressed, the goals that can be achieved and their involvement is important for the acceptability of measures for local owners and users (Blondet et al, 2017;Brescancin et al, 2017;Diez, Etxano, & Garmendia, 2015).…”
