Road freight transport involves many adversities, along with the growing effect of carbon dioxide transmitted by vehicles on the natural environment, greenhouse gas emissions, or extensive energy use. Within the smart mobility concept, the acknowledged management of enterprises’ relationships with customers within their service is profoundly determined by the deployment of compelling Intelligent Transportation Systems (ITSs) applications in forming united cooperation with the customers. The paper proposes selected ITS applications as an advancement of logistics customer service in road freight transport enterprises that is divided into a group of six applications which are critical within the area of vehicle support, improving the energy efficiency of transport and reducing the negative impact of transport on the natural environment, reducing transport time but increasing connectivity and comfort, as well as a group of ten different applications chosen as crucial for general management support and increasing accessibility, cohesiveness, and control in management processes in road freight transport enterprises. The study also presents the effect of ITS applications on logistics customer service as dependent on an alignment between the group of ITS applications and logistics resources of road freight transport enterprises. The model proposed in the paper was analyzed based on the survey data obtained from 164 road freight transport enterprises in Poland.

Defining and Measuring the Relevance of Criteria for the Evaluation of the Inflow of Goods in City Centers

The aim of this paper is to define and measure the relevance of the criteria for the evaluation of the inflow of goods in city centers, in order to improve delivery activities within city centers. The development of the city center leads to the grouping of numerous business operators, which results in the increase of the quantity of goods entering the city center, causing additional traffic congestion, higher levels of noise and emissions of harmful gases. In the long term, this leads to major dissatisfaction with the quality of life among city residents. Therefore, the planning of goods delivery must be in line with the sustainable development of city logistics, while at the same time considering the interests of relevant stakeholders. However, in the existing literature the criteria for evaluating delivery flows have not been comprehensively identified or evaluated by the stakeholders of city centers. In order to fill the research gap, the authors have defined four groups of criteria: technical-technological, economic-financial, organizational and social criteria. To determine the relevance of these criteria, it was necessary to use the questionnaire method to collect data from the stakeholder groups defined by the literature review. Regarding the relevant stakeholders (carriers, delivery recipients, residents and urban policy makers), the results have pointed out that the technical-technological and organizational criteria groups are considered the most relevant by the stakeholders regarding the inflow of goods in city centers.

Optimization of Drop-and-Pull Transport Network Based on Shared Freight Station and Hub-and-Spoke Network

The current drop-and-pull (D-P) transport process has many defects, including but not limited to the insufficient information sharing, the private ownership of vehicles and infrastructure, and the mismatch between vehicles and goods. Moreover, the hardware and software of existing freight stations fall short of the demand for D-P transport. To solve these problems, this paper optimizes the design of the D-P transport network based on shared freight station and the hub-and-spoke (H-S) network. The freight stations were taken as the hubs, and the routes between supply/demand point and freight station are treated as spokes. On this basis, an optimization model was established to minimize the total cost of freight stations and maximize the force from freight stations on supply/demand points in the H-S D-P network. In addition, all the supply/demand points in the region are covered by the selected freight stations. The LINGO software was introduced to solve the established model. Taking a region in southern China for example, the proposed shared freight station design was compared with the traditional freight station design. The results show that the single-hub H-S D-P network obtained by the traditional design could meet the demand when the D-P demand was relatively small; however, only the multi-hub H-S D-P network obtained by the shared freight station design could fulfil a large D-P demand in an efficient manner. The research findings show that the shared freight station is the future of D-P transport.
