Since the UN Guiding Principles on Business and Human Rights (UNGPs) were adopted by the UN Human Rights Council in 2011, they have diffused into policy frameworks, laws, and regulations across the globe. This special issue seeks to advance the interdisciplinary field of human rights research by examining key elements of the emerging transnational regime for the regulation of business and human rights. In seven original contributions, scholars from political science, law, accounting, and philosophy critically reflect on the theoretical foundations of the UNGPs, they analyze the effectiveness of implementation mechanisms and current regulatory practice, and they advance proposals for the future development of the business and human rights regime. In this introduction, we prepare the ground for these analyses, proceeding in three steps. Firstly, we argue that the adoption of the UNGPs has triggered a norm cascade which requires a distinctive, empirically oriented research agenda focusing on the scope, governance, and effectiveness of corporate human rights accountability norms and instruments. Secondly, we explain how the articles in this special issue contribute to that research agenda by addressing these themes. Thirdly, we provide an overview of the individual contributions and point out avenues for future research.

In today’s business world, there is a growing recognition of the need for companies to be conscious of their social and environmental impact, aligning with the European Union’s goal of becoming a zero-impact continent by 2050. Businesses are now seen as key players in this transformation, moving away from traditional economic models. The contemporary framework underscores ignoring societal and environmental impacts is no longer viable. In this transformative era, a notable paradigm shift is evident as businesses shift from solely maximizing profits to optimizing them, balancing financial success with societal and environmental benefits. This change marks a departure from the traditional focus on just the bottom line, highlighting the dual role of companies as both profit-oriented and key drivers of positive societal change. This paradigm underscores a symbiotic relationship between profitability and positive societal impact, echoing the EU’s sustainable and responsible business paradigm vision. This narrative posits the EU as a trailblazer, spearheading a collective effort to harness the transformative potential of the business sector in realizing a zero-impact future by 2050. The paper aims to expand Elkington’s 3Ps model (People, Planet, Profit) and stakeholder theory by introducing ‘Purpose’ as a crucial fourth dimension, emphasizing the importance of a company’s underlying motives and values in shaping sustainable and responsible business practices. This paper reveals that integrating ‘Puropse’ into business models aligns with contemporary environmental and social governance standards and significantly enhances stakeholder engagement, fostering a more resilient corporate ecosystem.

Over the last twenty years, a number of high-level policy meetings have emphasized the significance of cultural diversity in all matters related to international cultural cooperation. Instruments negotiated both in the context of the UNESCO and other agencies of the United Nations demonstrate the pervasive interest of the international community in strategies enhancing cultural diversity. Yet the concept of diversity is a particularly broad one, entrenched on a variety of rationales for its protection, such as the promotion of human rights and democratic participation; sustainable and human development; protection of cultural industries vis-à-vis the liberalisation of audio-visual services and free trade; promotion of intercultural and interreligious dialogue; as well as protection of cultural rights and cultural heritage. As this article submits, the promotion of cultural diversity is a laudable cause in and of itself, and a first step towards achieving equality. Its omnipresence, however, taken in conjunction with its imprecise content and function in the cultural market (in accordance with the 2005 UNESCO Convention on the Promotion of Cultural Expressions) runs the risk of downplaying its significance and effectiveness.
