O objetivo deste artigo foi o identificar o potencial do município de Araraquara para a promoção de vagas de estágio para o curso de Administração Pública da UNESP. Esta identificação foi guiada por quatro dimensões analíticas, que se entrelaçam e interferem diretamente na oferta de vagas para o estágio e na dinâmica de sua execução. Nota-se que esta avaliação foi embasada em pesquisas com dados secundários disponíveis na Fundação SEADE, no Relatório Anual de Informações Sociais, no IBGE, no portal do curso de Administração Pública da Universidade Estadual Paulista e no portal da prefeitura municipal de Araraquara. Constatou-se que o município apresenta elevado potencial para geração de vagas de estágio para o curso de Administração Pública no município. Contudo, apresenta uma competitividade, em termos de potencial para gerar vagas, maior que os outros municípios que ofertam cursos no “Campo de Públicas”. Nota-se que há, proporcionalmente, um número menor de organizações ativas, logo os estudantes concorrem em um número maior por uma possível vaga.

This article argues for an understanding of the social impact of professionalization that takes account of the way a profession is embedded in a given social system. This approach assumes that the impact of professionalization varies depending on a given society's power relations. The essay uses Progressive-era conflicts in the growth of social work to delineate how power linked to funding helped create one professional persona. Such analysis is an important way for administrative-change proponents to understand how the political face of professionalization-the face tied to power over external rewards-affects attempts to construct new administrative roles.Throughout the twentieth century, public administration discourse on the impact of professionalization tended to center on the outcome of its technical/ rational influence rather than the power dynamics involved in constructing professional roles. As this article will explore, analysis of this kind stamped a form of determinism on arguments over professionalization's managerial impact.A key tenet of Progressive-era reform was that professionalizing positions, until then allocated through patronage or held by volunteers, would improve service. The goal was to increase expertise with new appointment criteria that included educational benchmarks such as credentials and advanced degrees (e.g., Hart, 1913;Lowell, 1913). Reaching this objective required the demarcation of new bodies of knowledge so that freshly minted professional workers could master educationally communicable techniques. 489

In 1986, a small group of public policy faculty gathered at Hilton Head Island, South Carolina, for a conference on what was then a novel enterprise in professional education for public service. The enterprise grew into the dozens of masters programs in policy analysis and management that now cover not only the United States but the globe, and on the 20th anniversary of that influential meeting, APPAM organized a conference at Park City, Utah, where a much larger group of faculty gathered to reflect backwards on how policy analysis education had evolved, and forwards on where it should be going.The Park City conference was organized around a set of commissioned papers, each providing a starting point and common ground for discussion sessions that were in turn recorded by rapporteurs. Rapporteurs were asked to write essays capturing the most important themes of their sessions, not to merely transcribe the conversation, and they did so admirably.The Curriculum and Case Notes section of JPAM will publish, over the next few issues, a selection of the papers and discussion reports, beginning here with a historic overview provided in the opening plenary address by John Ellwood, and a look at the newest development in policy education, namely, the growth of such programs outside the United States, from a group of authors in this international context. EllwoodThis paper has two main goals: to provide an overview of APPAM programs, especially master's programs; and to provide a series of hypotheses and challenges as starting points for the more in-depth discussions that will take place over the next few days. Over two decades ago, I assisted Don Stokes in a project that sought to explore innovations in graduate education for public service. One of my duties in that effort was to produce a description (or in Don Stokes' words, a morphology) of the field. In so doing, I was given access to the first round of the self-studies that were part of the National Association of Schools of Public Administration and Analysis (NASPAA) budding accreditation process. 1 The essay provides a fairly good baseline of what the world looked like in 1985 and as such should help any discussion of things that have changed and things that have remained fairly constant in our business.If I have a qualification for achieving the second goal, it is that I have spent the last decade and a half teaching in one of the "original" policy programs-the Goldman School of Public Policy at Berkeley.
