The penalty type education mode for safety production is lack of systematic and comprehensive education thought, education system and education measures, which leads to frequent safety accidents. To promote the safety education level of China's coal mining enterprises, in this study, the government, coal mine enterprises and employees are included in the evolutionary game model to explore the game relation and evolutionary path of the decision-making behavior among the three stakeholders in the safety management and education. It is proved by decision-making dynamic replication analysis, strategy evolution stability analysis and numerical simulated experiment verification that: the decision-making behavior of the government, coal mine enterprises and employees is the result of the mutual game playing among the three stakeholders. It is impossible for the government to leave alone the enterprises adopting the penalty type education mode for safety production. The incentive type education mode for safety production takes active education thought, education system, education measures and so on. It has become an effective driving factor to promote safety education level and motivate employees' safety initiative. When certain conditions are met, the decision-making behavior of three stakeholders of the government, coal mine enterprises and employees can evolve into an ideal state. The evolution process of decision-making behavior of three stakeholders to the ideal state is influenced by many factors. The range of different factors has a differential effect on the convergence rate of the three stakeholders to the ideal state.

International Occupational Health and Safety Management-Systems Standards as a Frame for the Sustainability: Mapping the Territory

A significant part of literature has shown that the adoption of Sustainability and Health-Safety management systems from organizations bears some substantial benefits since such systems (i) create a suitable frame for the sustainable development, implementation and review of the plans and/or processes, necessary to manage occupational health-safety (OHS) in their workplaces and (ii) imply innovative thinking and practices in fields of economics, policy-making, legislation, health and education. To this context, the paper targets at analysing current sustainability and OHSMSs in order to make these issues more comprehend, clear and functional for scholars and practitioners. Therefore, a literature survey has been conducted to map the territory by focusing on two interrelated tasks. The first one includes the presentation of the main International Management Systems (IMS) with focus on Sustainability and OHS (S_OHSMS) topics and the second task depicts a statistical analysis of the literature-review findings (for the years 2006-2017). In particular, the main purposes of the literature research were: (i) the description of key points of OHSMS and sustainability standards, (ii) the comparative analysis of their characteristics, taking into account several settled evaluation-criteria and (iii) the statistical analysis of the survey's findings, while our study's primary aim is the reinforcement of OHMSs' application in any organization. The results evince, that the field of industry (with 28%) and also of the constructions (with 16%), concentrate the highest percentage of OHSMS use. In general, there were only few publications including OHSMSs (referred to various occupational fields) available in the scientific literature (during 2006-2017) but on the other hand, there was a gradually increasing scientific interest for these standards (especially during 2009-2012).

Analysis of certified occupational health and safety management systems in Portugal

The systematic assurance of the occupational health, safety and wellbeing of the employees may be accomplished through the implementation (and certification) of standardized occupational health and safety management systems in accordance with the requirements listed in the BS OHSAS 18001 standard. In Portugal the certification of occupational health and safety management systems is usually carried out against the requirements of the BS OHSAS 18001 and the NP 4397 standard which is a national adaptation of the former. The purpose of this paper is to "snapshot" the diffusion of the certified occupational health and safety management systems in Portugal dissecting the following features: regional geographic location, integration phenomenon, evolution throughout the years, more involved activity sectors, more often found integrated management systems typologies and the most relevant and active certification bodies. To address this research goal a thorough, in-depth and comprehensive analysis of the data available in a Portuguese periodical publication (Barómetro da Certificação) was carried out. Results show that a great deal of the certified occupational health and safety management systems (96.3%) is integrated (in the sense that encompasses a multiple certification scheme). However the occupational health and safety management system is not typically the primordial subsystem of an integrated management system. In our view these results provide insights to the companies' top management. On one hand, it seems that a patterned and "logical" path is pursued by the companies that seek organizational excellence-management systems integration. On the other hand, it seems that previously implemented subsystems, such as the quality management system, facilitate a "smoother" integration process encompassing the occupational health and safety management system.
