Even among researchers who argue that rainfall reduces civil conflict, there is disagreement as to the underlying mechanism. Using data from the Philippines for the period 2001-2009, we exploit seasonal variation in the relationship between rainfall and agricultural production to explore the connection between rainfall and civil conflict. In the Philippines, above-average rainfall during the wet season is harmful to agricultural production, while above-average rainfall during the dry season is beneficial. We show that the relationship between rainfall and civil conflict also exhibits seasonality, but in the opposite direction and with a one-year lag. Consistent with the hypothesis that rebel groups gain strength after a bad harvest, there is evidence that lagged rainfall affects the number of violent incidents initiated by insurgents but not the number of incidents initiated by government forces. Our results suggest that policies aimed at mitigating the effect of climate change on agricultural production could weaken the link between climate change and civil conflict. This chapter argues that state interests and institutions within ASEAN, along with the ideas from the global climate regime to some extent, are important factors that can explain the viability of participatory approaches in ASEAN's governance of climate change. It examines ASEAN's policies on climate change to understand the context defining regional governance and to determine the prospect of enabling participatory mechanisms. This chapter finds that interests, institutions, and ideas can explain the prevailing ASEAN governance framework on climate change. With these factors, integrating participatory approaches to improve the access of non-state actors to governance processes presents a challenge. Intergovernmentalism and ASEAN norms are deeply entrenched in the regional organization's processes and mechanisms. Thus, increasing the participation and inclusion of non-state actors would seem a tall order, although not entirely impossible given ASEAN's initial endeavors.

Aim: Rally or street demonstration is not considered a new phenomenon in Malaysia. Organising rallies or street protests are often associated with the crime act of public order that can jeopardise national security. Methodology: The issue of street demonstrations can also be viewed from the context of the clash between national security and human security regime. Results: This paper will take an academic approach to discuss more objectively on street rally from four main perspectives, namely: i) Street Rally from The Perspectives Of Law And Security ii) Human Rights And Civil Demands; And iii) Public Reactions And It’s Implication In The Political, Economic, And Social Aspects. Conclusion: Based Interview and literature reviews, this paper will conclude a comprehensive analysis about the street demonstrations by focusing on aspects of human security and ways to deal with this phenomenon in the context of nation building in Malaysia.
