The Covid-19 pandemic has exposed vulnerability of young people in the labour market. Young people are faced with risks and an uncertain future, as well as changing the nature of labour markets. Active labour market policies are addressed as the main instrument to improve employment possibilities of young people in the light of the Covid-19 pandemic situation and its aftermath. This paper analyses the effectiveness of active labour market policies in reducing youth unemployment for the EU-26 Member States using aggregate data. Based on dynamic generalised methods of moments-GMM panel data approach, we find that active labour market policies do not support reduction of youth unemployment. Moreover, unfavourable prospects in the formal sector push young people into the informal sector. Considering the multiple shocks with which young people are being faced with, and the long-term pandemic impact, it suggests the scarring effect for young people. The analysis of the effectiveness of active labour market policy in reducing youth unemployment is of particular policy relevance, as the negative effects of the pandemic COVID-19 crisis are imminent, and the labour market situation is expected to worsen due to the fall in economic activity. Different measures of success would bring societal benefits not only from the public health perspective, but also from the perspective of well-being of young people. Moreover, OECD & European Commission (2022), in their joint policy brief, argue that investing in the growth sectors such as the circular economy, digital economy and the green economy would have the potential to employ young job seekers.

Despite the accelerated dynamics of the environment, higher education institutions slowly update their curricula in entrepreneurship education according to global challenges and market needs. Moreover, knowledge and good practice exchanges between educators of futures studies, business representatives, and academics is limited. This article aims to present a methodology for prototyping an online course for individuals to become more future-oriented in their professional and personal settings. The main research problems tackled by the authors relate to: 1) the identification of competences that would help academics, entrepreneurs, and students to deal with uncertainty and to 2) convey the competences to the target groups through learning topics selected from futures studies and the entrepreneurship repertoire. The authors of the article undertook and coordinated theoretical and empirical research on foresight and Futures Literacy and its correspondence with entrepreneurship within the beFORE project funded under the Erasmus+ program’s Knowledge Alliance scheme. The research process resulted in the identification of 12 key competence items and the development of a free, approximately 34-hour-long online course consisting of seven self-standing modules, 25 lessons, and 79 learning topics corresponding to these competences. The originality of the paper is in its contribution to the discussion on the competences and online course content that efficiently increase the capacities of using the future(s) in professional, academic, and personal settings.

AimThis research aimed to explore the professional literacies that should be possessed by Taiwan’s bag manufacturing industry talents. This understanding will also help the technical and vocational education system to cultivate talents in Taiwan’s bag manufacturing industry.MethodsA qualitative research design was adopted. The outline of the interview on the professional literacy of Taiwan’s bag manufacturing industry talents was compiled, and seven interviewees were selected by purposive sampling from those who had worked (including supervisors) in Taiwan’s bag manufacturing industry for 21 to 42 years. One-on-one in-depth interviews with semi-structured interview questions were conducted. Using grounded theory, the content of the in-depth interviews was analyzed and discussed.Results and discussionThis study discusses what professional literacy of Taiwan’s bag manufacturing industry talents should possess from the practical perspective of Taiwan’s bag manufacturing industry leaders or senior managers. This study shows that bag manufacturing industry talents should possess knowledge, skills, and attitudes and values of common professional literacies. Moreover, bag designers, manufacturing technicians, patternmakers, hand stitchers, and production supervisors should acquire these professional literacies. The results of this study will help Taiwan’s bag manufacturing industry leaders or senior managers to highlight the importance of professional literacy that Taiwan’s bag manufacturing industry talents should possess.ConclusionThis study summarized the professional literacy of bag manufacturing industry talents into three major aspects: knowledge, skills, and attitudes and values. Based on this, suggestions are made as a reference for the implementation of curriculum development for talent cultivation in higher education institutions, and a reference for the learning and on-the-job training of bag manufacturing industry practitioners in the workplace.
