The Africa Mining Vision: a manifesto for more inclusive extractive industry-led development?

Abstract

This paper introduces a special section of the Canadian Journal of Development Studies, "The Africa Mining Vision: A Manifesto for More Inclusive Extractive Industry-Led Development?" Conceived by African ministers "in charge of mineral resources" with inputs and guidance from African Union Heads of State, the Africa Mining Vision (AMV) was officially launched in February 2009. The papers presented in this special section reflect critically on progress that has since been made with operationalising the AMV at the country level across Africa; the general shortcomings of the manifesto; and the challenges that must be overcome if the continent is to derive greater economic benefit from its abundant mineral wealth. RÉSUMÉ Cet article présente le numéro spécial de la Revue canadienne d'études du développement intitulé«La Vision minière pour l'Afrique : un développement dirigé par l'industrie extractive plus inclusif?». Conçue par les ministres africains «chargés des ressources minières», avec la contribution et les conseils de chefs d'État de l'Union africaine, la Vision minière pour l'Afrique a été lancée officiellement en février 2009. Les articles rassemblés dans ce numéro spécial jettent un regard critique sur les progrès réalisés depuis lors dans l'opérationnalisation de la VMA à l'échelle nationale ; les lacunes générales de l'AMV ; et les défis qui doivent être surmontés si le continent veut tirer de meilleurs bénéfices économiques de ses abondantes richesses minières, encore largement inexploitées.
