Abstract

Aside from the challenge of distinguishing between the notions of terror and terrorism, it is also difficult to identify what should be fully grasped from the act of terror and which activities are encompassed within the scope of terror acts. To put it in a cliché phrase, the one who is deemed a terrorist may be regarded as a freedom fighter by others. In order to be able to combat terrorism effectively within the legal framework, it is therefore vital to define terrorism at the outset. While carrying out this effective uphill struggle, states should remain to assume their human rights obligations.
