In honor of its 50th anniversary, the World Futures Studies Federation (WFSF) held its XXV World Conference in Paris. The conference provided a venue for reviewing earlier developments and reevaluating prospective directions in the futures field. Scientific-based futures studies has a long history, drawing from a variety of fields including sociology, policy sciences, philosophy of science, economic prognostics, and environmental sustainability. Futures studies became widely acknowledged as an academic discipline in the 1960s when it became evident in the global scientific community. The 1970s saw a focus on global challenges and discussions about preferred futures. The synthesis of futures studies emerged in the 1980s and 1990s, with critical and evolutionary approaches contributing to the advancement of theoretical foundations. The twenty-first century focuses on anticipation and futures literacy, the development of post-normal, metamodern, and integral approaches, and the attainment of foresight in common practice. Future research is expected to focus on various aspects, including artificial general intelligence (AGI), socio-technical transitions, singularity, sustainability, societal collapses, entrepreneurial innovation, energy futures, decolonization, negation and post-prefix notions, systemic foresight, applied foresight, and on-site foresight. Future research activities are expected to also include research objects, policy challenges, and problems that do not yet exist.

Attention has shifted to the development of villages in Europe and other parts of the world with the goal of combating rural–urban migration, and moving toward self-sufficiency in rural areas. This situation has birthed the smart village idea. Smart village initiatives such as those of the European Union is motivating global efforts aimed at improving the live and livelihood of rural dwellers. These initiatives are focused on improving agricultural productivity, among other things, since most of the food we eat are grown in rural areas around the world. Nevertheless, a major challenge faced by proponents of the smart village concept is how to provide a framework for the development of the term, so that this development is tailored towards sustainability. The current work examines the level of progress of climate smart agriculture, and tries to borrow from its ideals, to develop a framework for smart village development. Given the advances in technology, agricultural development that encompasses reduction of farming losses, optimization of agricultural processes for increased yield, as well as prevention, monitoring, and early detection of plant and animal diseases, has now embraced varieties of smart sensor technologies. The implication is that the studies and results generated around the concept of climate smart agriculture can be adopted in planning of villages, and transforming them into smart villages. Hence, we argue that for effective development of the smart village framework, smart agricultural techniques must be prioritized, viz-a-viz other developmental practicalities.

Big Data is de nieuwe hype in gemeentelijk beleid en de belofte van Big Data is rationalisering: beter beleid op basis van betere informatie. In dit artikel onderzoeken we in hoeverre gebruik van Big Data in gemeentelijke organisaties resulteert in een meer rationeel beleidsproces. Daartoe onderzoeken we hoe de gemeente Tilburg Big Data inzet voor de bestrijding van misdaad en de gemeente Assen met Big Data het verkeersmanagement wil verbeteren. Onze analyse laat zien dat met het gebruik van Big Data het beleid meer dan voorheen wordt gestuurd door specifieke informatie. De rationalisering van beleid wordt echter begrensd door de mogelijkheden van Big Data en door de politieke dynamiek.
