Gegenstand des literaturbasierten Beitrags sind Ansätze der kommunikativen Bearbeitung von Konflikten im Kontext von Energieinfrastrukturprojekten. Das Korpus umfasst 83 Quellen. Der Fokus richtet sich auf Typen von Konflikten, Maßnahmen ihrer (kommunikativen) Bearbeitung und Zusammenhänge zwischen Konflikttyp, Konfliktgegenstand (Technologie) und Konfliktbearbeitung. Insgesamt zeigt sich deutlicher Forschungsbedarf zu passgenauen Ansätzen. Die meisten Ansätze zur (kommunikativen) Bearbeitung von Konfliktsituationen bleiben eher allgemein. Es gibt nur wenige Autoren, die die Größen Konflikttyp und Konfliktgegenstand (z. B. Windenergie versus Tiefe Geothermie) berücksichtigen. Diese betrachten primär die Typen Verteilungs‑, Werte‑, Wissens- und sozialer Konflikt. Die Befunde und Empfehlungen zu Konfliktkommunikation orientieren sich primär an den Beteiligungsstufen Information, Konsultation und Kooperation. Empfehlungen auf der Informationsstufe gelten als konflikttypunabhängig, Maßnahmen auf der Konsultations- und Kooperationsstufe dagegen als abhängig vom Konflikttyp. Der Größe Technologie wird weniger Einfluss zugeschrieben. Der Fokus richtet sich auf (konflikt- und technologietypbezogene) Themen und Akteursgruppen sowie Formate. Insgesamt fällt auf, dass Formate genannt und vorgestellt werden, meist jedoch konkrete Angaben zum Wie, d. h. zur konfliktmindernden kommunikativen Gestaltung der Prozesse und Formate fehlen. Hinweise zum Wie bieten vereinzelt breiter angelegte Studien zu Energiekommunikation, die ergänzend in diesem Beitrag ausgewertet wurden. Die Entwicklung von Ansätzen zur kommunikativen Bearbeitung von Konfliktsituationen, die stärker den Konflikttyp und die Technologie berücksichtigen, würden wesentlich zur Entwicklung passgenauer Gesamtstrategien für Infrastrukturprojekte der Energiewende beitragen. Dies schließt Maßnahmen zum Aufbau entsprechender Expertisen ein.

Unlocking the potential of public opinions for niche development using acceptance mining

This paper proposes a combination of text mining and acceptance research as a methodological approach (“acceptance mining”) to facilitate the development of innovative technologies in niches. At the example of recharging infrastructures for electric vehicles, the approach is explored on a sample of over 20,000 user comments collected from social media and discussion forums. The results indicate that acceptance mining provides valuable insights into the demands of the public during all phases of niche development which allow shaping niches in socially acceptable ways. In particular, the method reveals requirements and risks of niche-development measures such as shielding, nurturing, and empowering niches as perceived by the public. The results are discussed regarding the potentials of acceptance mining for developing innovations in niches as well as its limitations and possibilities for optimization. Acceptance mining and its application to a case study are especially of interest for researchers and practitioners involved in niche development; the study results provide valuable insights for professionals engaged in developing recharging infrastructures for electric vehicles.

Infrastructure development faces multiple challenges in the present. These are generated by digitalization, ecological orientation, transformation, and the emergence of a multipolar de-colonial world order. Under these conditions, infrastructure development faces the problem that, although designed for stability and continuity, it requires a new flexibility. To address these issues more precisely, this article first proposes a heuristic for studying infrastructures in times of transformation and tests it with two examples. In it, it is shown that the qualification of future infrastructure development lies in the characteristics of scalability, inclusivity, and updateability.
