Targeting mechanisms for cash transfers using regional aggregates

Abstract: 11We propose an empirical method for improving food assistance scoring and targeting, which minimizes under-coverage and 12 leakage of food and cash assistance programs. The empirical strategy relies on a joint econometric estimation of food insecurity 13 and economic vulnerability indicators at the household level, using data-driven instead of predetermined quantiles. We apply the 14 method to recent micro data on Syrian refugees in Lebanon, to explore how regional and community-based aggregates can 15 improv… Show more

“…The low agricultural growth rate does create food insecurity and malnutrition, particularly for the poor, and thus adversely impacts sustainable development (see FAO,2010;FAO2013). Our empirical findings confirm those found by Swart, et al, (2003) and Chaaban, et al, (2018). Climate change has an adverse and significant impact on national food security.…”

“…Achieving sustainable food security at the national level remains a great challenge not only for less developed countries but also for developed nations (Barrett, 1996). Although the Azerbaijan government has introduced many programs and policy interventions aimed at attaining national food security, all these efforts have not produced the required objectives (Chaaban, et al,.2018). The main reason for this is that food availability and accessibility in Azerbaijan has not increased enough to meet the demand for the socioeconomic circumstances at household and individual levels.…”

“…Therefore, we see that the food insecurity prevalent in Georgia is not related to functioning of its wheat markets. Thus, to improve food security in Georgia, more consumer-oriented measures such as social safety net programs, public distribution system of food (Kumar et al 2017) and targeted cash transfers (Chaaban et al 2018) might play important roles.…”

“…However, achieving regional and country-level sustainability of food is still a great challenge (Smith, 2011). While many countries have presented social development programs and carried out policy interventions, none of these efforts led to reaching the desired goals (Keszi-Szeremlei and Magda, 2015;Chaaban et al, 2018;). Particularly, food security in Asian countries did not increase enough to meet the regional demand.…”
