Target Interactions and Target Aspiration Level Adaptation: How Do Government Leaders Tackle the “Environment‐Economy” Nexus?

Abstract: How do local governments set performance targets under multi‐task conditions? This article builds a theoretical linkage between environmental targets and gross domestic product (GDP) growth goals in China. Treating environmental protection and economic development as competitive tasks in China, the author argues that environmental targets constrain GDP growth goals and that this negative relationship is weakened by relative pollutant emission efficiency. The article empirically examines these theoretical hypot… Show more

“…The accumulation of economic wealth will increase citizens’ demands for good governance. For example, many countries have tried to encourage innovation to improve government efficiency, strengthen accountability, amplify citizens’ voices, improve regulation quality, and promote the rule of law 28 – 31 . In addition, previous studies confirm that the technical quality of government (measured in terms of government effectiveness, regulatory quality, rule of law, and control of corruption) has an inverted U-shaped relation with happiness inequality 26 .…”

“…They find that organizational performance increases at an increasing rate as the relative level of managerial networking increases; the advantages of relative networking are most prominent when an organization meets its institutional requirements, its environment is less complex but highly munificent, and is highly turbulent. In a study of managerial decision‐making focused on tradeoffs between environment and economy, Zhang (2020) examines whether environmental targets constrain Gross Domestic Product (GDP) growth goals and whether that negative relationship is weakened by relative pollutant emission efficiency. The hypotheses are assessed and supported using an analysis of panel data comparing sulfur dioxide emission reduction targets and GDP growth goals across Chinese provinces.…”

“…Historical aspiration refers to one's own historical performance, whereas social aspiration is the performance of one's reference or peer group. Cyert and March applied this theory to explain the organizational decision‐making of firms: managers search for a better course of action until their performance (or organizational performance) reaches historical and social aspiration levels (see Gavetti et al 2012 for a review of the literature; see also Zhang 2020).…”
