PurposeThe aim of this study is to provide insights into how the purchasing function can increase the maturity of smart maintenance management (SMM) in construction clients by (1) assessing current SMM maturity and (2) developing an adapted service triad for purchasing's meaningful involvement in SMM.Design/methodology/approachA multiple case research design was used, and data were collected from four higher education institutes in the Netherlands through an assessment of their current SMM maturity. Coding and a cross-case analysis were used to qualitatively analyze the data to identify roles and value chain integration factors as intermediate steps in adapting the service triad to a service hexad.FindingsWithin construction client organizations, collaboration between maintenance management, project management and ICT services requires improvement. The proposed service hexad redefines the client's SMM roles with the aim of improving collaboration. The authors discuss how this enables a transition to higher levels of SMM maturity.Research limitations/implicationsThe findings were derived from a particular class of construction clients: higher education institutes that operate owner-occupied properties. Although the service hexad could be adapted, to owner-occupied multi-user properties, further research is necessary to assess its relevance for investor-owned properties.Practical implicationsImplementing the service hexad provides construction clients with a stronger position in supply networks. It clarifies the briefing process in construction management and emphasizes the data supply responsibilities of construction management professionals.Originality/valueThe study draws on the service triads and meaningful involvement concepts from the purchasing literature and applies them to SMM.

Due to the large use of resources and waste generation, the transition to a circular economy (CE) has become a major sustainability-related topic in construction. Intentions to achieve circularity are shared widely, but developments are slow in practice. This study identifies systemic barriers to the circularity transition from a social-technical systemic perspective. We used the Mission-oriented Innovation System (MIS) framework to provide insights into the problems and potential solutions underlying the circularity mission, the structure of the system and the system dynamics. Based on the analysis of a wide range of policy documents and twenty in-depth interviews with stakeholders in the Dutch infrastructure sector, three vicious cycles were identified that form persistent barriers to the transition: (1) the CE contestation cycle given the contested nature of the circularity mission; (2) the knowledge diffusion cycle given the need to adopt and diffuse knowledge; and (3) the innovation cycle when it comes to procuring and upscaling circular innovations. These barriers all relate to processual, organizational and institutional challenges rather than to technological ones. This indicates that construction managers, policymakers and researchers in the field of infrastructure circularity should shift their focus from specific circular solutions to creating appropriate conditions for changing current and introducing novel processes that facilitate circular ways of doing things.

The interest in the implementation of distributed ledger technologies (DLTs) is on the rise in the construction sector. One specific type of DLT that has recently attracted much attention is blockchain.Blockchain has been mostly discussed conceptually for construction to date. This study presents some empirical discussions on supply chain management (SCM) applications of blockchain for construction by collecting feedback for three blockchain-based models for Project Bank Accounts (PBAs) for payments, Reverse Auction-based Tendering for bidding and Asset Tokenization for project financing.The feedback was collected from three focus groups and a workshop. The working prototypes for the models were developed on Ethereum. The implementation of blockchain in payment arrangements was found simpler than in tendering and project tokenization workflows. However, the blockchain integration of those workflows may have large-scale impacts on the sector in the future. A broad set of general and model specific benefits/opportunities and requirements/challenges was also identified for blockchain in construction. Some of these include streamlined, transparent transactions and rational trust-building, and the need for challenging the sector culture, upscaling the legacy IT systems and compliance with the regulatory structures.
