Tackling Complexity in Green Contractor Selection for Mega Infrastructure Projects: A Hesitant Fuzzy Linguistic MADM Approach with considering Group Attitudinal Character and Attributes’ Interdependency

Abstract: Continuous environmental concerns regarding construction industry have been driving general constructors of mega infrastructure projects to incorporate green contractors. Although conventional multiple attributes decision-making (MADM) methodologies have provided feasible ways to select contractor, high complexity in scenarios of megaprojects still challenges existing MADM methods in concurrently accommodating three key issues of decision hesitancy, attributes interdependency, and group attitudinal character. … Show more

“…Presently, researchers have determined the contractor selection criteria. The most common criteria presented in the studies are financial soundness (Fong & Choi, 2000;Polat, 2016;Gao, 2018;(Vahdami, Meysam Mousavi, Hashemi, Mousakhami, & Tavakkoli-Moghaddam, 2013), technical capability (Niento-Morote & Ruz-Vila, 2012;Zavadskas et al, 2015;Zhang et al, 2018;Vahdami et al, 2013), management ability (Niento-Morote & Ruz-Vila, 2012; Chiang et al, 2017;Kaklauskas et al, 2006), health and safety (Chiang et al, 2017;Taylan et al, 2018;Gao, 2018;Holt, 1998) and reputation (Kaklauskas et al, 2006;Keung & Yiu, 2015;Enshassi, Mohamed, & Modough, 2013;Darvish, Yasaei, & Saeedi, 2009). Furthermore, along these criteria was proposed additional criteria, namely, previous performance (Hadidi & Khater, 2015;Cheng & Li, 2004;Ulubeyli & Kazaz, 2016), quality (Martin et al, 2018;Marzouk, El Kherbawy, & Khalifa, 2013;Juan, Perng, Castro-Lacouture, & Lu, 2009); and experience (Yang, H. Wang, W. Wang, & Ma, 2016;Topcu, 2004).…”

“…Multiple attribute group decision-making (MAGDM) approaches thus have been developed by extending MADM to group settings, where a number of decision makers (DMs) or decision-making units (DMUs) are invited to present their assessments [5,11,12]. To deal with the uncertainty in decision maker preferences [13][14][15][16][17], fuzzy set theory [18] and its extensions have been introduced to enhance conventional MAGDM models, such as intuitionistic fuzzy sets [19,20], hesitant fuzzy sets [21], dual hesitant fuzzy sets [22], interval-valued dual hesitant fuzzy sets [23], and probabilistic dual hesitant fuzzy sets [24], among others.…”

“…Because of that, Gao [14] developed multi-attribute reverse auctions (MARAs) for sustainable contractor selection for individual project corporation. Green contractor selection was presented by Zhang et al [15], developing interval-valued dual unsure fuzzy doubtful unbalanced lingual set model, which is based on DEMATEL (Decision-Making Trial and Evaluation Laboratory) and TOPSIS (Technique for Order of Preference by Similarity to Ideal Solution) approaches. Trinkūnienė et al [16] for contractor contracts presented MADM approaches: SAW, TOPSIS, COPRAS and EDAS.…”
