-The needs of raw water in Medan city increases every year in line with the population growth, whereas the quality of hygienic water in the river is insufficient. Therefore, it needs another alternative source to meet the standard quality with low cost. One of the potential sources is Lake Toba. To meet the needs North Sumatera Provincial Government intends to use Lake Toba, but it is feared that the decline of normal water level will disrupt the cruise ship, especially when anchored at the port. The Government plans a water supply system in Integrated Water Regional Management (IWRM) to be used collectively to be efficient in construction and operation. This study aims to determine the water balance of Lake Toba if used as a regional water supply and impact on normal water levels. In this paper, the normal water levels were analyzed by inflow and outflow, not based on elevations above sea level. The method of analysis is water balance analysis done in two parts, analysis of water debit requirement (output) and analysis of water supply (input) in a hydrological analysis. Comparison of the water balance is a consideration for conclusions. The results showed that the required debit was 82.37 m3/ sec (output discharge) while the supply of rainfall as reliable discharge was 121.79 m3/sec. In addition, the supply of rivers around Lake Toba contributed 87.3 m3/sec, resulting in total discharge to 209.09 m3/sec, it can be illustrated that the output discharge is less than the input discharge, so it can be concluded that Lake Toba can be used as a source of raw water and does not affect the normal water level. The role of the agricultural sector is inseparable from the existence of a village which is the smallest regional unit, one of the common characteristics of which is to do business in the agricultural sector. Lubuk Kertang Village is one of the 7 Villages in the District of West Berandan, Langkat Regency, which has large development potential, even more so with the assignment of Lubuk Kertang Village as a Mangrove Forest Ecotourism area. In its development, the village was also faced with various local problems. The research method used was a participatory approach, namely the Participatory Rural Appraisal (PRA) technique. Data analysis was performed statistically descriptive and qualitative. Problems in Lubuk Kertang Village, West Brandan District, Langkat Regency include: agriculture, water, human resource capacity, economy, health, law and morals and institutions. The village problems can be overcome with the development strategy of making the village of Lubuk Kertang an Agro-tourism destination.

Tegallega Village, Warung Kondang District, Cianjur Regency has a problem regarding the availability of clean water, the water used by residents comes from the Cimanceuri River or dug wells where the water is relatively cloudy, even though the use of dirty water has the potential to cause various health problems, such as cholera, dysentery, typhus, and tuberculosis and other diseases. The availability of clean water has always been one of the characteristics of community welfare. How not without clean water it is impossible to realize a prosperous society, a physically and mentally healthy society as a form of participation in developing public health. This activity method in community service uses a follow-up study method with a participatory approach in community service, the team conducts training on how to make simple water filtration that can be used as a source of clean water for families by using plastic bottle waste and other environmentally friendly materials that residents can find around environment in making the dirty water filter. The results of this Community Service Activity went smoothly and were greeted with great enthusiasm by the residents because the practice of making water purification equipment made with materials such as pebbles, coconut fiber, charcoal, fibers, and sponges functioned well from the water which was originally colored cloudy turns to be clearer and odorless.
