El presente artículo propone una metodología para calcular el valor agregado sostenible de los procesos (SVA) que forman una cadena de suministro (CS), mediante un indicador integral. Consta de seis pasos y utiliza como métodos el Análisis del Ciclo de Vida y los métodos de Diakoulaki y Saaty, basados en múltiples criterios. Al aplicarse a una CS de productos electromecánicos, se logró obtener el SVA de cada proceso y con ello el valor que cada uno aporta a las dimensiones económica y ambiental de la sostenibilidad. Estos resultados, demuestran la novedad y factibilidad de aplicación de la metodología desarrollada y sus diferencias con otras existentes en la literatura especializada.

The evaluation of public management performance is the key to identify the effectiveness of the work of public administration, and public policy is an important guarantee for the orderly promotion of the work of public administration; therefore, it is important to analyze the effectiveness of public management policies to evaluate public management performance. Taking environmental protection policies as an example, this paper constructs an environmental-economic DEA efficiency analysis model using the DEA method to conduct a comprehensive evaluation of EEE in different provinces of China. It is found that EEE is highly correlated with the regional economic development level and is highly influenced by policy fluctuations, but the overall EEE of different provinces from 2016 to 2020 tends to be consistent and has a certain degree of stability. The conclusions of this paper have important implications for policy guidance, emphasizing the need to focus on the coordination of economic development and environmental protection, and the need for the improvement of the environmental policy system to be continuously optimized in an incremental manner, taking into account the actual situation of local development.

Legal Certainty – Protected Values and Partial Objectives: The Case of the Czech Republic

Legal certainty is an essential prerequisite for individuals’ autonomy, as lack of certainty prevents the planning of future activities and making rational decisions. As other key legal principles, it comprises an axiological quality which influences the interpretation of legal rules and the application of statutory laws. Thus, it should be adhered to by all branches of state power. Its objective is to promote several values that are all important for the protection of human rights: the rule of law, protection of legitimate expectations, general trust in law, prevention of arbitrary decision-making, inadmissibility of retroactivity. However, in some legal systems, the concept of legal certainty is slightly different. These differences also influence the extent and limits of legal certainty as it may not mean total rigidity and prevent necessary changes in statutory laws and decision-making. The reasonable balance is influenced by its axiological content. The article analyses the interpretation practice of the Czech Constitutional Court with the aim to determine the partial values inherent to the principle and categorise them according to their importance. Several partial objectives were determined by qualitative analysis. The quantitative analysis indicates that the key partial objectives include protection of the values comprising a general trust in the law, individuals’ legitimate expectations, and a certain degree of predictability of laws, administrative practice and courts’ decisions (uniformity, transparency, internal consistency and stability). Having identified these values, further research may be conducted as to how and to what extent expectations should be upheld.
