The paper is devoted to topical problems of legal regulation of public relations in the field of alternative (renewable) energy sources in Russia and abroad. The paper shows the formation and development of the legal framework governing the investigated area of public relations in Russian and foreign law. The necessity of adopting a special legislative act in the Russian Federation dedicated to the civil regulation of public relations arising from the use of alternative (renewable) energy sources is substantiated.

Generate energy by Solar PV installation among prosumer, i.e; domestic, commercial, industrial as well as agriculture for self-consumption under Net Energy Metering (NEM) system become more popular in Malaysia. One, if not the only reason, is that day-to-day installation costs are kept at a decreasing rate and this is one of the reasonable ones for future investments and energy savings. By considering this issue, this study is motivated to investigate the relationship between installed capacity with the total installation costs as represented by equipment costs, installed costs, and operating costs. Secondary data was utilized provided by Sustainable Energy Development Authority (SEDA) Malaysia and retrieved from Malaysian Energy Information Hub (MEIH). The data is then run by multivariate regression, which is focused on the random and fixed-effect model. Overall, the findings indicate that there is a significant relationship between installed capacities with total installation costs among all categories of the prosumer in Malaysia. It would be recommended that the policymaker can increase the quota capacity allocation to the prosumer since the costs are at a diminishing rate that led to the take-up rate increase.

The generation of energy with fossil fuels, is one of the actions that currently affects the environment on the planet, The pollution that occurs in the generation processes causes traces that take many years to disappear, currently only the appropriate environmental management systems can control these effects by taking measures that can be educational, training and dissemination activities only a Global effort will help mitigate the negative effects caused in power generation. Energy is necessary for the continuity of development, which means that. At present, environmental pollution seems to have become an inevitable element and something that every modern society must pay if it does not want to give up its comforts, therefore in the process of introducing new technologies in energy generation must take measures that mitigate these negative impacts, valuing their magnitude and ways to proper gestate.
