Modern conditions in Ukraine require a rethinking of approaches to the formation of rights, restrictions, responsibilities, real estate accounting, and assessment of factors influencing these processes. Therefore, the article aims to identify the factors affecting the formation and use of the multi‐purpose cadaster as a multi‐level information system, which allows it to form a systemic environment and develop the theoretical and methodological foundations of the territorial development of regions. As a result, it is established that the multi‐purpose cadaster is a modern information system that forms the basis for the implementation of the European land administration system, provides land and real estate management, taking into account spatial, urban, environmental, and investment factors, and the level of stakeholder interaction at the regional level. Finally, the relevance of the research consists in the fact that military actions, the consequences of the COVID‐19 pandemic, deforming economic transformations, imbalances in regional ties, and social imbalances have a negative impact. In such conditions, the development and implementation of a multi‐purpose cadaster at the regional level are of particular importance, taking into account the impact of spatial, urban, environmental, and investment factors and European experience in implementing land relations.

The high rate of population growth led to migration from rural to urban settlements, causing unregulated growth, urban sprawls, and inefficiencies in city planning of developing countries. yet, in regions like Yemen, rapid urbanization poses significant challenges for urban planners. Addressing these challenges, this study proposes an innovative approach to urban planning in the context of Ibb City, Yemen, a region grappling with rapid urbanization and inefficient land use. The study identifies a significant gap in the integration of strategic planning and technological tools in developing urban areas. The study utilized SWOT technology to examine the internal and external factors, the AHP method to prioritize the factors to make them measurable, and GIS geospatial zonal analysis. This integrated approach provides a comprehensive evaluation of internal and external factors affecting urban land use, with a focus on quantifying priorities for sustainable urban development. The study's results offer a detailed assessment of the social, economic, infrastructure, and environmental aspects of Ibb City, highlighting the interaction between these elements in urban planning. Importantly, the findings extend beyond the local context, presenting a scalable and adaptable model for urban planning, particularly in developing countries with similar urban dynamics. The study underscores the critical role of strategic, data-driven planning in fostering sustainable urban environments, offering significant insights and tools for policymakers and urban planners for sustainable urban growth.

With the rapid changes in climate, minimizing their impact has become vital in all countries, especially in the countries most vulnerable to climate change effects. Yemen is one of the countries facing several challenges that exacerbate the impact of climate change on multiple sectors, including water resources and agriculture. This paper documents and addresses the role of traditional techniques practiced by smallholder farmers in rural villages of the Yemeni highlands for adapting to climate change. The measures are innovative and independent of state support and can be practiced in the future to mitigate the effects of climate change on agriculture and water resources. The findings of future projections on the region reveal an increase in precipitation and temperature, leading to more frequent floods and higher evaporation rates. Therefore, maintenance of agricultural terraces, construction of rainwater harvesting structures, promotion of crop diversity and rotations, integration of agroforestry practices, improving irrigation efficiency, and soil conservation will be essential in the future. Additionally, education and awareness programs on climate change adaptation issues at the community level are also needed. These measures also have a significant role in improving food security and alleviating poverty in rural areas of Yemen.
