In Romania, territorial/spatial development is understood as the process of transforming the geography of inhabited territories, taking into consideration: territorial planning, urban planning and development, public works, habitat and housing, construction. It is governed by the regulatory framework in force, aligning its policies and strategies with the main reference documents at the European level. The construction sector is a key sector for investment and economic development, playing an important role in achieving the sustainable development objectives through the impact that the quality of construction has on the quality of life and by ensuring the necessary environment for most human activities. The building permit is the final authority act of the local public administration on the basis of which the execution of construction works is allowed in accordance with the measures provided by law regarding the placement, design, construction, operation and post-use of buildings. Starting from comparative structural analyses on the number of building permits issued by the local public administrations in the South-East Region, the objective of this research has been to obtain a dynamic image, through a quantitative assessment, of the number of building permits issued for residential buildings, highlighting the way in which they directly influence the sustainable development of urban and rural localities in the South-East Region of Romania.

The term vernacular architecture is widely accepted by architects and derives from the Latin “VERNACULUS”, which means “domestic, native, indigenous”, local. So vernacular architecture designates the entire culture built from a particular place. In modern housing design, the inheritance and development of traditional architectural culture is reflected in the inheritance of classic architectural forms and craftsmanship and the rational application of traditional building systems. With the progress of social civilization and the improvement of technological level, various innovative building systems emerge in an endless stream and are widely used in modern housing design. In today’s rapid social and economic development, housing changes are coming quickly, sometimes even seeming a bit rough. At present, more attention is paid to the construction of new residential areas. As far as the field of urban architecture is concerned, the human settlement environment can be understood explicitly as people’s living and living environment. Today architects need to design a settlement that balances all social functions between meeting current needs and future development, designing energy and material-saving buildings, so that it is in harmony with the environment, and is conducive to the physical and mental health of the human body. In other words, the planning process requires attention to human behavior, psychology, emotions, and interpersonal relationships.

Today, decades after the emergence of the concept of sustainable development, the long-term positive effects of achieving sustainable development goals in all environmental, economic, and social dimensions on the quality of human life are undeniable. The purpose of this research is to explain the mechanism of effects of applying the social sustainability components on the level of residential satisfaction in the scale of residential complexes. The research uses a mixed (quantitative and qualitative) methodology in terms of the nature of the data and the research method is descriptive-analytical (causal and comparative). The conceptual model of the research, which includes the relationships between the variables of perceived quality of social sustainability components, residential desires associated with these components, perceived quality of housing architecture, and residential satisfaction, has been proposed based on the study of theoretical foundations through logical reasoning method. This model has been tested through obtained data from a questionnaire in a field study conducted in the Baghe Behesht residential complex in the Saadatabad neighborhood of Tehran. According to the results, the application of the components of social sustainability has a significant effect on residential satisfaction by improving the quality of housing architecture, and in conditions of qualitative deficiency in social sustainability components, residential desires associated with these components will reduce the perceived quality and the level of residential satisfaction.
