As the world’s largest carbon emitter, China has been committed to carbon emission reduction and green development. Under the goal of “double carbon”, adjusting the industrial structure and promoting the development of producer services are regarded as effective emission reduction paths. In this paper, from the perspective of market entry of enterprises, we firstly investigate the transmission mechanism between market entry of enterprises and industrial agglomeration and summarize the carbon emission reduction mechanism of producer services. Based on the panel data of 110 prefecture-level cities in China’s Yangtze River Economic Belt (YREB) from 2003 to 2017, we analyze the impact of producer services on carbon emission reduction by using the dynamic spatial panel model. The empirical results show that China’s urban carbon dioxide emissions have noticeable spatial spillover effects and high emission club clustering characteristics and exhibit a noticeable snowball effect and leakage effect in time and space dimensions. The development of the producer services can effectively reduce carbon emission levels, effectively solving the dilemma of “stabilizing growth and promoting emission reduction”. Furthermore, there is an apparent synergistic effect between enterprises’ market entry and industrial agglomeration. The agglomeration of producer services can effectively promote the entry of innovative new enterprises, thus increasing the carbon emission reduction effect. However, due to resource mismatch and isomorphic development, this carbon emission reduction effect has apparent industrial heterogeneity and regional heterogeneity. Finally, this paper makes suggestions for optimizing regional industrial structure, strengthening inter-regional linkage cooperation, and promoting the advanced development of the producer services.

Life cycle assessment (LCA) and related tools are commonly used to evaluate the potential environmental impacts of waste treatment scenarios. This manuscript presents a mini-review of studies published over the last 10 years in Italy and aims to investigate how life cycle thinking tools are applied to assess the environmental sustainability of local-level waste policies. Results reveal that different waste flows, technologies and policies have been investigated independently and in varying detail. Review suggests that boundary selection significantly affects LCA results; integration of different waste systems is therefore crucial to avoid spatial or temporal shifts of environmental impacts. Moreover, the description of methodological characteristics, limitations and transversal aspects of Italian waste management studies allows various stakeholders to assess the reliability of past and future research for waste policy planning and rebound effects prevention. This review also highlights the need to define minimum requirements of transparency and ease of reporting of the studies to private and public stakeholders. Finally, the paper investigates whether using both the organisational LCA and the life cycle sustainability approach for the overall waste management process may be useful to develop a standard method to address multi-functionalities and multiple sites.

An Assessment of European Information Technology Tools to Support Industrial Symbiosis

Industrial symbiosis (IS) has proven to bring collective benefits to multiple stakeholders by minimising underutilised resources, sharing knowledge and improving business and technical processes. In Europe alone, over €130 million have been invested since 2006 in research projects that enable IS by developing a methodology, tool, software, platform or network that facilitates the uptake of IS by different economic actors. This paper discusses and assesses information technology (IT) developments for supporting IS in Europe, following the five-stage methodology of Grant et al. (2010). It provides guidance to the applicants and reviewers of publicly funded research projects by listing the developments and gaps in the newly developed IT tools for IS. Content analysis of publicly available information on 20 IS supporting IT tools reveals a strong focus on synergy identification but a lack of support for the implementation stage of IS. The paper indicates that a vast quantity of IT tools and knowledge is created during the IT tool development stage and newer IT tools now also include implicit information for identifying IS. It was found that successfully operational IT tools are either part of a national or local IS programme or owned by a private company. The paper ends with the recommendation that better mechanisms are needed to ensure that publicly funded IS-supporting IT tools successfully reach the market.
