In water governance, the government, downstream residents, and upstream farmers are closely associated stakeholders. The participation willingness of upstream farmers directly bears on the success of environmental policies. Xin’an River Reservoir Water Protection Zone is the second water source region of Hangzhou, China. Taking this region, for example, this paper surveys the willingness to accept compensation of local rice farmers, mainly using Choice Modelling (CM) methodology. This paper assesses the farmers’ willingness of minimum compensation amount to adopt various ecological compensation means and, on this basis, discusses the key factors determining their willingness to accept compensation. It helps to confirm that the farmer participation mainly depends on whether the government could provide satisfactory compensation incentives to cover farmers’ losses. Hence, at the ending of the paper, we call for the relevant departments of the government fully understanding the farmers’ willingness to accept compensation before formulating compensation policies, so that the compensation at least reaches the minimum requirements of farmers. Only in this way could the water source region achieve the optimal efficiency in environmental governance.

Impact of Ecological Compensation on Farmers’ Livelihood Strategies in Energy Development Regions in China: A Case Study of Yulin City

Ecological compensation affects farmers′ livelihoods, as well as sustainability and social equity. Yulin City is the core area of the energy “Golden Triangle” in China. The farmers livelihood strategy model was used to analyse data from a household survey and interviews with selected farmers. The paper analyses the current livelihood strategies of farmers and impact of ecological compensation from the perspective of participation and income. The results showed that: (1) the significant difference between the coal resource development and oil and gas resource development was agricultural planting. Migrant work and non-agricultural self-employment in the coal resource development region were higher than that of the oil and gas resource development region. (2) The income from agricultural planting in the coal resource development region was significantly lower than that of the oil and gas resource development region. The labour, non-agricultural self-employment, and transfer incomes were higher in the coal resource development region than that in the oil and gas resource development region. (3) Ecological compensation has a significant negative effect on participation and income from agricultural planting, as well as a positive effect on participation and income from non-agricultural self-employment. We have proposed measures to strengthen ecological compensation mechanisms and improve the farmers′ livelihoods, in order to inform decision-making and high-quality sustainable development in energy development region.

Tibetan Herders’ Life Satisfaction and Determinants under the Pastureland Rehabilitation Program: A Case Study of Maduo County, China

The Pastureland Rehabilitation Program (PRP) has been implemented for nearly 20 years, and the lives of herders in different regions have been affected to varying degrees. The level of people’s well-being could measure the success of policy. Taking Maduo County as an example, the life satisfaction of 266 Tibetan herders was investigated through a participatory questionnaire survey in July 2021. Multiple linear regression and optimal scale regression were constructed to analyze the impact of the satisfaction of different aspects of life and PRP on life satisfaction, respectively. The results show that the herders in Maduo County had relative high satisfaction in various aspects of life and overall life, and leisure and consumption were important aspects influencing life satisfaction. The relative living standard, the difficulty in borrowing and the quality of government services had a significant positive impact on herders’ life satisfaction. Occupation and migration location also led to the significant differences of life satisfaction. However, the income changes caused by PRP and subsidy levels did not show a significant impact. We discussed the particularity of Maduo County and suggested that more attention should be paid to the improvement of the social environment such as wealth disparity, channels of assistance, working environment, and the effective assistance formulated according to the demands of different groups needs to be optimized continuously, so as to enhance the self-development ability of herders.
