町家を活用した障害者就労支援施設の開設経緯と運営形態からみた空間評価

“…れる支援体制の構築が求められており 注 1) 、 地域活性化や地域資源活 用の観点からも、空き家等の既存施設を再生活用した通所型の障害 者就労支援施設の整備促進は重要課題として位置付けられる。戦後 から近年まで進められた入所施設推進政策は、幾度の法制定により施設 から在宅へシフトし、2005 年制定の「障害者自立支援法」以降は、障害 の軽重や種別、年齢に関わらず住み慣れた地域で生活可能な地域福祉 サービスの整備が進められている 注 2) 。2006 年の同法施行後は、就労移 行支援や就労継続支援(Ａ･Ｂ型)等の事業が新設され 注 3) 、 同年の｢障 害者雇用促進法｣改正もあり障害者就労促進の環境整備が進んだ 注 4) 。 2010 年には「障害者自立支援法」の一部改正により発達障害への適 用が明記され 注 5) 、 発達障害も含めた障害者が参加可能な就労支援の 場の提供が求められる 注 6) 。 こうした課題に関連する既往研究には、自閉症者と生活空間の関 係に着目し、障害の特性及び治療・支援方法を分析し建築計画的課 題を考察したものがある [2][3][4] 。障害者就労に関しては、大分県の知的 障害者通所型授産施設を対象に空間構成や使われ方を把握し、利用 者及び運営者双方の視点より施設の計画要件を提示した研究 5,6) 、 小規模無認可施設の多様化の実態を整理し、代表的な施設タイプの 使われ方の特徴を示した研究 7,8)…”
