The environmental Kuznets curve (EKC) expresses the relationship between environmental quality and economic growth. Based on the defects of previous studies on EKC using only environmental pollution indicators, this study holds that environmental quality is the result of pollutants after treatment, absorption, and self-purification, including two dimensions of pollution and absorption. Therefore, the environmental pollution and absorption data of 74 key environmental monitoring cities in China from 2005 to 2017 were selected, and a comprehensive index of environmental quality was constructed using the vertical and horizontal grading method. Then, based on the relevant economic growth indicators of these cities, they were divided into first-tier and new first-tier, second-tier, third-tier, and below. It was found that the EKC of the total sample, the first-tier and new first-tier cities, and the second-tier cities presented an inverted N-shape and had passed the second inflection point, where environmental quality continues to improve with the deepening of economic growth. There was no EKC in the third-tier and below cities. The findings have important implications. China can cross the second inflection point of the EKC and improve environmental quality at a low income level. Therefore, by vigorously developing cleaner production technologies and raising residents’ awareness of environmental protection, it is possible to improve environmental quality at a lower income level than expected, which provides a useful reference for other developing countries.

Under the constraints of resources and the environment, exploring the channels to improve the quality of China’s economy is very important for China’s current sustainable development. Therefore, this paper studies whether innovation can improve the quality of China’s economy and explore the path of sustainable development from the perspective of the city. Based on the Malmquist–Luenberger index and DEA-Malmquist index, this paper, respectively, measures the green total factor productivity (GTFP) and total factor productivity (TFP) of 193 cities in China. On the basis of obtaining the GTFP, TFP, and various pollutant emissions of 193 cities, this paper selects environmental regulations as the threshold variable and the number of urban patents as the explanatory variable to measure the level of urban innovation. On this basis, we examine the impact of innovation quality on economic quality and environmental pollution under different environmental regulatory intensities. The research results show that the impact of innovation on GTFP and TFP under different environmental regulations is always positive, but the impact coefficient and significance level vary. In addition, the impact of innovation on SO2 emissions under different environmental regulations has also changed. With the increase of environmental regulations, the effect of reducing emissions is gradually significant. The conclusion of this paper better interprets the development of TFP and GTFP under the innovation-driven strategy, provides a decision-making basis for departments at all levels to formulate innovation support policies, and explores the path of sustainable development.

The impacts of the low-carbon city policy on urban air pollution in China

Declining levels of social welfare caused by climate warming and air pollution place increasing constraints on high-quality, sustainable global development. To achieve global climate-governance goals, it is essential to accelerate the process of peaking carbon emissions and meeting air-quality standards. Despite growing awareness of the impact of low-carbon city policies on the environment, few studies have focused on their impact on urban air quality. Based on panel data drawn from 275 cities between 2011 and 2017, the present study evaluates the effects of a low-carbon city policy on urban sulfur-dioxide emissions, using the low-carbon city policy as a quasi-natural experiment. The findings reveal that urban sulfur-dioxide emissions have obvious spatial-autocorrelation characteristics, showing obvious spatial clustering. The low-carbon city policy not only significantly reduced urban sulfur-dioxide emissions in pilot cities, but also suppressed sulfur-dioxide emissions in surrounding cities through an indirect rebound effect. This paper provides a theoretical reference for collaborative governance, which can help to achieve peak carbon emissions and air-quality standards. To reach those goals, nations must abandon territorial prevention-and-control methods based on administrative divisions and to fully activate cross-city regional joint prevention-and-control measures. This study proposes key policies, including promoting inter-city regional coordination mechanisms, strengthening the collaborative governance in relation to carbon-dioxide and sulfur-dioxide emissions, and promoting the construction of inner-city green facilities.
