This paper analyzes the special nature of low-carbon ecological mining construction and establishes the multi-stage comprehensive evaluation model on low-carbon ecological mining construction, which considers the three dimensions of history, present and future. The first phase evaluation is proceeded through setting prerequisites to screen. The second phase evaluation is proceeded through building fuzzy comprehensive evaluation model, in which efficacy coefficient method is adopted to determine membership and AHM is adopted to determine weights determined; In order to encourage enterprises to ongoing proceed low-carbon ecological mining construction, the third phase evaluation is proceeded through establishing dynamic comprehensive evaluation model with the features of incentive or punishment. The examples demonstrate the validity and applicability of the model, which provided an effective way for low-carbon ecological mining construction Keywords-low-carbon ecological mining; multi-stage comprehensive evaluation; fuzzy comprehensive evaluation; dynamic comprehensive evaluation I INTRODUCTION Internationally, from the determination of the development strategy of low-carbon economy made by British to the opening of Copenhagen World Climate Conference, low-carbon economy have become the common acknowledgement to promote the development of economies all over the world. The Chinese government actively takes great power responsibility, the national "Twelve Five-Year" Plan calls for promotion the changes of energy production and use patterns, promoting clean and efficient use of traditional energy sources. It sets reducing energy consumption and carbon dioxide emissions intensity significantly as a binding target. According to China's commitment on carbon emissions and corporate requirements for sustainable development, the coal companies should become the main practitioners of low-carbon economy and the target subject of the low-carbon operation, low-carbon technologies and eco-technology applications. Many experts and scholars have explored for the mine construction patterns and techniques from different angles and sides. Qian MingGao Researched co-ordination mining of resources and the environment (green) [1]. Bian Zhengfu proposed the concept of ecological construction in the mine and considered mine ecological construction needs the method of systematic project [2]..Qian Minggao systemly studied the sustainable mining [3]. In view of coal mining's impact on the ecological environment, liu Jiangong put forward the concept of low-carbon ecological mining and probed the model and evaluation system of low-carbon ecological mining construction, and provided effective technology way for the construction and implementation of low-carbon ecological mining [4]. Based on the green mining concept of coal mine, connotation and technology system of green mining of manganese resources were expound. According to the problems on the mining and utilization procedure of manganese resources, the green mining of manganese was suggested. It included the water preserving mining technology, reducing subsidence mining technology, non-waste mining technology, as well as comprehensive utilization technology of other associated resources. The main key issues were in-depth analyzed in this paper, and the recommendations for the further research and development were proposed.
