Experts such as builders who related with residents continuously in small repairs are important, too. １．はじめにストック活用時代において住宅の耐用年数を伸ばすためには，居住者の住要求と社会が住宅に求める性能を満たし，良好な維持管理状況の継続的な保持が必要である。住宅の維持管理には長期に渡って費用を要し，個々の居住者の経年的な生活の変化との関連性も高いが，個別性が高く個人の機微情報であることから，世帯ごとの家計の中のライフサイクルコストを把握するのは難しい。管理不全から空き家になる問題など，地域の住環境の持続可能性が問われる今日，住宅の維持管理を支える法制度の整備が急務である。２．背景と目的建物の維持管理に関する制度としては，既存建物の定期報告として建築基準法第 12 条にその規定があるが，対象となる建物に共同住宅内の住戸や戸建て住宅は含まれていない。集合住宅はマンションの管理の適正化の推進に関する法律(2000 年)により，共用部分の修繕積立金などの指針が示されている。しかし戸建て住宅の維持管理は所有者(居住者)に委ねられているのが現状である。既存不適格住宅への支援として，建築物の耐震改修の促進に関する法律 (1995 年) ，2006 年，2013 年同法律の改正施行の元，住宅の耐震診断や耐震改修補助制度は各自治体で政策化が進んでいる。住宅の流通段階では，宅地建物取引業法において，既存住宅状況調査技術者による既存住宅の評価が 2018 年４月より施行されているが，評価項目は劣化状況などに限られ，住宅の品質 (性能) を補完するものではない。筆者らはこれまでに木造戸建て住宅を対象に，前報 1) では家族の変化や住宅の耐震性に着目し，居住者の住要求と住宅の安全性に矛盾があることを明らかにした。前報その２ 2) では，居住者のリフォーム工事履歴から工事内容や費用を分析した。住宅の維持管理に関する既往研究では，藤平の伝統的木造住宅に関する研究 3) や，伊丹のリフォームや住宅管理の方策に関する研究 4) があるが，いずれもその費用には触れていない。耐震補強の費用については，佐久間らの耐震補強の費用対効果に関する試算 5) など一連の報告があるが，耐震改修以外の工事履歴や居住者の視点に言及していない。本稿は長期居住者の事例から，木造戸建て住宅の修繕費用の算出を試み，リフォーム履歴と耐震性能の検証から，居住者が住宅の維持管理をする際に有効な支援方法を探ることを目的とした調査報告である。３．調査方法横浜市内に 30 年以上居住してきた世帯４事例の，家族の居住歴・工事履歴，リフォーム費用や依頼先などを辿る。履歴を事例毎に居住者とともに振り返り，修繕費用を試算する。各リフォーム過程の，居住者の発意と設計者や施工者の関わり，行政からの情報の影響を探る。住宅の性能として耐震性能を取り上げ，各時点で住宅の維持管理と性能向上のための改善案と費用を試算し，居住者に対する支援方法を考察する。調査対象の４事例の概要を表１に示す。４事例とも町内会を対象としたアンケート調査 6) の際に個別調査研究参加表１４事例の概要本稿は 2018 年の日本建築学会大会梗概集の内容を再編成し，加筆したものである。＊1 日本女子大学家政学部通信教育課程生活芸術学科特任教授・博士(学術)
