payments into Nepal. It is important that the Central Bank, through its recently set up 'Settlements Department' accelerates this process. Electricity shortages and power outages are also major hurdles for firms, yet there is immense potential in Nepal to overcome these hurdles by developing the hydropower sector. Cheap, reliable and clean energy will provide consumer goods at affordable prices and improve competitiveness of Nepali enterprises. But constraints exist, in particular related to foreign investment. While this sector is discussed in more detail in other pillars of the project, earmarking remittances for investment in Nepal is one policy option that could help develop the hydropower sector.
