Strategic planning is an important stage in the administrative process, as it is considered a specific thinking process and style of work that enables the company to choose the best alternatives that correspond to the company's capabilities and the goals it seeks to achieve. This study aimed to find out the impact of strategic planning for human resources with its dimensions (environmental variables, needs assessment, dealing with results, human resources plan) on the performance of project management with its dimensions (time, cost, safety, quality), and to determine the strategic interaction between (HRP) on the performance of project management in infrastructure contracting companies and its role in facing external challenges. The study used the descriptive approach, through which the researcher developed a scale to answer the questions of the study. The study sample consisted of 120 employees in infrastructure contracting companies, they were divided into non-overlapping groups. The results showed the impact of strategic planning for human resources on the performance of construction project management and its contribution to raising the level of readiness of construction companies in facing external challenges and enabling them to compete with international companies, in addition to the contribution of strategic planning in facing the negative effects resulting from the Corona pandemic. The results are according to the company's age, capital, and the size of the company's project. The results of the study also showed that strategic human resource planning helps project management officials in the early detection of expected danger areas and attracts well-equipped workers with the appropriate skills to work efficiently. Purpose. The purpose of the work is to analyze the existing projects of search and identification of missing people in emergency situations with the use of IT technologies and to establish ways of improving the effectiveness of the population protection system in emergency situations. Methodology. Special research methods were used to conduct the study: methods of collecting and summarizing information, critical analysis with elements of forecasting. Results. Information has been collected and summarized to improve the efficiency and effectiveness of projects aimed at finding victims in emergency situations, which helps facilitate communication, data collection, analysis and distribution of resources in order to provide them with timely qualified assistance. The effectiveness of the work of various services and organizations and the factors that depend on the time of searching for injured and missing people in emergencies and, accordingly, the ability to provide them with assistance in time, have been analyzed. The system of providing timely assistance in emergency situations is generalized, consisting of separate stages, each of which can act as a separate stage of one project or as a separate project. The study shows that the existing projects on the search and identification of missing people using IT technologies in Ukraine face a number of challenges and shortcomings that may limit their effectiveness. This assessment of the possibilities of existing projects aimed at finding victims of natural disasters implemented in Ukraine and establishing the ways to improve their effectiveness. High-tech solutions and innovative technologies have been characterized. The methods of identification of an undocumented person using IT technologies, identification of a person, which is the ultimate goal of the search, have also been analyzed. A SWOT analysis has been conducted, which showed that projects aimed at searching for victims of natural disasters with the use of IT technologies have a number of strengths and opportunities. Scientific novelty. The application of artificial intelligence (AI) with the use of machine learning and neural network technologies for forecasting the required time of work and resources in hybrid projects has been shown. Practical significance. Promising ways to increase the effectiveness of these projects are the creation of a single online platform for combining the efforts of coordinating actions between all project participants, performing database integration, expanding the surveillance network in cities and settlements, applying artificial intelligence (AI) and data analytics, applying telemedicine and medical records, integration with international databases.

This paper presents the main aspects of changing the coal mining technology based on the introduction of underground coal gasification technology for the mining-geological conditions of the occurrence of State Enterprise “Lvivvuhillia” coal seams on the example of “Chervonohradska” mine. When conducting analytical studies using the “Material-heat balance of underground coal gasification” software, predictive quantitative-qualitative indicators of the injected blast mixture and gasification products have been determined depending on the structure and elemental composition of the coal seam, host rocks, water saturation of the seam, and water inflow into the gasification channel. The heat energy loss of an underground gas generator during the gasification of thin and ultra-thin coal seams has been revealed. The heat and energy capacity of the underground gas generator has been determined depending on the type of supply of the injected blast mixture to the combustion face “mirror” and the performance indicators of the gas generator segment within the mining energy-chemical complex taking into account the quantitative-qualitative indicators of generator gas and liquid chemical raw material of the condensate.
