A: The present paper is meant as an update of the presentation given in a previous Resistive Plate Chamber (RPC) workshop, aimed at finding an eco-friendly gas mixture for streamer operation of RPCs. Indeed the streamer working regime is still suitable for building large RPC systems dedicated to low rate applications, such as cosmic ray and neutrino physics. In addition to other studies about gas mixtures for streamer mode operation, in this paper the replacement of R134a with CF 4 , a gas widely used in other gaseous detectors, has been investigated.The effect of the gas gap thickness on the discharge quenching has also been studied; this is an important check because thin gas gaps of 1 mm, one half of the typical used value, have been introduced for high rate applications.Finally preliminar results about the streamer formation timing are also reported. Abstract. Streamer discharges pose basic problems in plasma physics, as they are very transient, far from equilibrium and have high ionization density gradients; they appear in diverse areas of science and technology. The present paper focuses on the derivation of a high order fluid model for streamers. Using momentum transfer theory, the fluid equations are obtained as velocity moments of the Boltzmann equation; they are closed in the local mean energy approximation and coupled to the Poisson equation for the space charge generated electric field. The high order tensor in the energy flux equation is approximated by the product of two lower order moments to close the system. The average collision frequencies for momentum and energy transfer in elastic and inelastic collisions for electrons in molecular nitrogen are calculated from a multi term Boltzmann equation solution. We then discuss, in particular, (1) the correct implementation of transport data in streamer models; (2) the accuracy of the two term approximation for solving Boltzmann's equation in the context of streamer studies; and (3) the evaluation of the mean-energy-dependent collision rates for electrons required as an input in the high order fluid model. In the second paper in this sequence, we will discuss the solutions of the high order fluid model for streamers, based on model and input data derived in the present paper.PACS numbers: 52.25. Resistive gaseous detectors can be broadly defined as a sub-type of gaseous detectors that are operated in conditions where virtually no field lines exist that connect any two metallic electrodes sitting at different potential. For most practical purposes, this condition can be operationally realized as 'no gas gap being delimited by two metallic electrodes' [1]. Since early 70's, Resistive Plate Chambers (RPCs) are the most successful implementation of this idea, that leads to fully spark-protected gaseous detectors, with solid state -like reliability at working fields beyond 100kV/cm, yet enjoying the general characteristics of gaseous detectors in terms of flexibility, optimization and customization. We present a summary of the status of the field of resistive gaseous detectors as discussed in a dedicated closing session that took place during the XI Workshop for Resistive Plate Chambers and Related Detectors held in Frascati, and especially we review the perspectives and ambitions of the community towards the XII Workshop to be held in Beijing in year 2014.
