Purpose: Our objective is to examine the switching costs that exist in the European postal service, where an ambitious process of opening up to competition has been carried out since 1997, as well as the different types of retention costs. Theoretical Framework: The theoretical framework is determined by the sectoral regulatory framework regarding the liberalization of services of general economic interest in the EU, the experience of postal operators in recent decades and the changes experienced in the demand for postal services in the current context of profound technological change in the field of communication. Design/Methodology/Approach: This research work is carried out through a systematic review of the relevant specialized literature, the study of the policy decisions adopted in the EU, the changes in the strategies of postal operators and the rigorous analysis of the evolution of the demand of the postal services in a context of rapid and profound change. Finding: Inadequate regulation of the access to some elements of postal infrastructure or services within the scope of the universal postal service, such as the postcode system, address database, post office boxes, delivery boxes, re-direction and retour to sender service, can generate switching costs and thus limiting competition, with negative effects on the consumer surplus and social welfare. Standardization and access to these elements may be regulated separately Research, Practical & Social Implications: This article proposes solutions to the technical functions of coordination between operators. Our proposals are in line with sectoral directives aimed at strengthening competition in the long term in the postal market. Originality/Value: A correct classification of the change costs applied to the liberalized postal service is made. Likewise, a classification of retention costs. We must underline the progress that our proposals represent to reduce the costs of switching to elements of the postal network whose access is mandatory.

The development of a sustainable postal system depends on the sustainability of its postal network, especially the organization of the postal access points. Postal service providers around the world face great challenges due to changes in the service trends and in consumer behavior. In this paper, the authors argue the importance of the postal network and its significance in rural areas. Methodologies including advanced search algorithms such as brute force and simulated annealing are proposed for best determining the possible locations of postal access points with no or minimal decrease in service accessibility. To the best of our knowledge, these algorithms are scarcely used for determining postal service accessibility. The results show that the decline of the postal office could significantly affect service accessibility. An analysis of the numbers of access points and their impacts on the postal network is provided, as well as the scenario of an additional access point. This methodology could help postal service providers to better plan network organization and resources. For service users, the application of the methodology adds to better service accessibility that considers the distances traveled.

This paper presents a study on the improvement of postal system in the city of Sibiu where there are a number of three post offices that serve a number of eight counters, to which are added the distribution point and the collection point. Each post office has a well-established work schedule that differs from one office to another. The transport of postal items between the counters / post offices within the municipality of Sibiu and the collection office, must be done on a certain route, in order to respect the work schedule of each office and to take into account a number of restriction factors. In order to streamline the process of collecting and distributing postal items in Sibiu, 6 routes have been proposed and studied for the two shifts of drivers. With the help of the GeoMedia software, various route variants were calculated in terms of distance in kilometers, fuel consummation and time traveled. With the help of a spreadsheet calculation performed in Microsoft Office Excel, it was possible to check and recalculate the proposed routes, by entering the times that drivers spend loading and unloading postal items from each counter. It was thus possible to create a calculation sheet that can improve postal transport in Sibiu, and can increase the quality of services.
