[1] We explore the application of GPS data to earthquake early warning and investigate whether the coseismic ground deformation can be used to provide fast and reliable magnitude estimations and ground shaking predictions. We use an algorithm to extract the permanent static offset from GPS displacement time series and invert for the slip distribution on the fault plane, which is discretized into a small number of rectangular patches. We developed a completely "self-adapting" strategy in which the initial fault plane model is built based on a quick, approximate magnitude estimation and is then allowed to increase in size based on the evolutionary magnitude estimation resulting from the slip inversion. Two main early warning outputs are delivered in real-time: magnitude and the along-strike extent of the rupture area. These are finally used to predict the expected ground shaking due to the finite source. We tested the proposed strategy by simulating real-time environments for three earthquakes. For the M w 9.0, 2011 Tohoku-Oki earthquake, our algorithm provides the first magnitude estimate of 8.2 at 39 s after the origin time and then gradually increases to 8.9 at 120 s. The estimated rupture length remains constant from the outset at~360 km. For the M w 8.3, 2003 Tokachi-Oki earthquake, the initial magnitude estimate is 8.5 at 24 s and drops to 8.2 at 40 s with a rupture length of 290 km. Finally, for the M w 7.2, 2010 El Mayor-Cucapah earthquake, the magnitude estimate is 7.0 from the outset with a rupture length of 140 km. The accuracy of the ground shaking prediction using the GPS-based magnitude and finite extent is significantly better than existing seismology-based point source approaches. From Source to Building Fragility: Post-Event Assessment of the 2013 M7.1 Bohol, Philippines, Earthquake

We use ground-motion simulations of the 2013 Bohol, Philippines, earthquake along with a new post-disaster exposure/damage database to constrain building fragility and vulnerability. The large number of damaged buildings (>70,000) and the wide spread of seismic intensities caused by this earthquake make it an ideal candidate for such a study. An extensive survey was conducted leading to a robust description of over 25,000 damaged and undamaged structures. Ground-motion fields were simulated using ground-motion prediction equations and stochastic modeling, and the estimated and observed values were compared. The finite source model used in the simulation was based on the analysis of aftershocks and SAR data. The ground motions were associated with the empirical database to derive fragility and vulnerability models. Results indicate that the pattern of damage is best captured in the stochastic simulation. Constraints were placed on seismic building fragility and vulnerability models, which can promote more effective implementation of construction regulations and practices.

El norte de Baja California (NBC) está caracterizado por dos subregiones las Sierras Peninsulares de Baja California (SPBC) y el Valle de Mexicali (VM). En el NBC existen ciudades en las que su población pudiera beneficiarse del funcionamiento de un Sistema de Alerta Sísmica Temprana (SAST). Con el propósito de implementar un SAST, que permita emitir notificaciones previas al arribo de las ondas sísmicas generadas por la ocurrencia de algún sismo relevante en el NBC, evaluamos la capacidad de respuesta de la Red Sismológica del CICESE (RSC). Las señales sísmicas de las estaciones de esta red se envían al centro de procesamiento ubicado en el CICESE usando distintos medios de transmisión. De éstos, destacan las transmisiones por módem de Internet por módem telefónico y celular con tiempos de latencia bajos (< 2 s). La evaluación de la RSC la hicimos vía el sistema de adquisición y detección SeisComP3 y el método Virtual Seismologist (VS). Esta evaluación inició en abril de 2017 y dio como resultado un catálogo de más de 5,000 sismos (1.0 ≤ M ≤ 5.7) registrados y procesados con SeisComP3/VS. Con la cobertura geográfica actual de la red y dependiendo de la zona de ocurrencia del sismo, puede notificarse a la población con una anticipación de hasta 20 segundos (M ≈ 4). Para sismos ocurridos en el VM, existe una buena cobertura y pueden enviarse notificaciones a ciudades como Ensenada y Tijuana; no así para la ciudad de Mexicali. Para sismos de las SPBC, el envío de notificación dependerá de la ubicación del evento ya que la cobertura en las SPBC no es la requerida y además los enlaces de transmisión, presentan una alta latencia. No obstante, consideramos factible la implementación de un SAST para el NBC, si se mejora la cobertura geográfica de las estaciones de la RSC y se usan esquemas de transmisión con tiempos de latencia bajos.
