High-Quality Publications in Russia: A Literature Review on How to Influence University Researchers

Introduction. Under the growing role of university science in Russia, special attention is paid to improving the quality of scientific publications of Russian university researchers in leading international and Russian journals. To understand the direction of scientific discourse on this issue, the authors explored scientific publications that address the tools to influence Russian university researchers to publish in journals indexed by Scopus or Web of Science. Materials and Methods. Articles found up to 2022 in the Scopus or Web of Science databases were included in this review. A systematic approach based on PRISMA recommendations and the qualitative content analysis method were applied. The review sample covered 14 articles. Results. The review results showed that the research topic is in its infancy, but there is interest in it. Three stakeholders were identified on this topic: the researcher, government bodies, and university management. The most mentioned tools of influence were: for the “researcher” stakeholder – the propensity for scientific work and participation in scientific projects, for the “government bodies” stakeholder – grants and government policy pressure, for the “university management” stakeholder – implementation of the rating system/scientometrics, initiation of incentive payments, support for collaboration, and competition stimulation. According to the review results, the main shortcomings of the system of influencing Russian researchers were bureaucratic management, scarce funding, pressure to publish, “academic capitalism”, and restrictions on academic freedoms. Most authors of the review sample commented that a number of tools to influence Russian researchers need to be improved or even replaced. Discussion and Conclusion. This review contributes to improving research management in Russia, highlighting the features of stakeholders to influence Russian researchers for high-quality publications, the main shortcomings of the system of influence and recommendations to address these shortcomings.

This theoretical study divulges the specificity of the Russian stakeholders' motivation to increase the number of articles in Scopus/WoS by Russian researchers. The research toolkit covers the stakeholder approach, PRISMA recommendations for systematic literature review, methods of deduction, comparison, and qualitative content analysis. We concluded that Russia is quite specific on this topic and found three primary Russian specifics: a unique stakeholder - the unified state bureaucracy; two unique motivational drivers of the researcher stakeholder - professional development and favourable academic environment; three unique motivational drivers of the university management stakeholder - political pressure reduction, power, and effective management.

Research Work in the Russian Association of Pediatric Surgeons: Principal Outcomes and Establishment of a Research Council

Introduction. Development of pediatric surgical science is an essential part of preservation and strengthening of the entire speciality and ‘pediatric surgical sovereignty’. A report entitled The State and Perspectives of Research Studies in Pediatric Surgery was presented in 2015.Purpose. To analyze the status of principal outcomes of research work done by the Russian Association of Pediatric Surgeons in 2015–2018 and justify the necessity in a coordinating institution (Research Council of the Association).Material and methods. Data obtained from 32 academic teams of the country such as department staff, post-graduate and post-doctoral students, Ph. D. and doctoral papers, publication in journals (including Scopus indexed and foreign journals), patents, scientific papers in Russia and abroad, grants, multicenter and international scientific programs).Results. The potential was found to be high: 15 doctoral papers and 64 Ph. D. papers, over 1,200 scientific publications in Russian journals (14.4% in Scopus) and 67 full-text articles published abroad, over 1,600 scientific papers in Russia and 235 papers on foreign recognized forums. The Research Council of the Russian Association of Pediatric Surgeons has been reconstructed since 2019; initiated coordination of work within the framework of task and expert groups.Conclusion. High potential should be used in the new strategy development: planning of scientific efforts in the country, its quality control, support of multi-center studies and cluster functioning, strengthening of fundamental science, full integration into the world scientific space.
