A Decentralized Centralization in Cultural Heritage Management of Singapore

In view of the importance of cultural heritage management, this paper aims to review and critically think of a cultural heritage management structure combining decentralization and centralization, by examining the managerial issues associated with architectural heritage conservation in Singapore. Its heritage management structure is interpreted around statutory boards and their grassroots support, drawing a clear picture of how Singaporean cultural heritage is preserved and managed in a decentralized-centralization structure. On this basis, a critical thinking about Singapore’s structure of cultural heritage management is developed. This paper found out that Singapore with a typical centralized managerial structure set up statutory boards as governmental agency to enhance the flexibility of operating conservation projects, avoiding possible weakness of state-centered management framework. In addition, this paper argued that a management system in combination with centralization and decentralization seems commonplace around the world, on the grounds that a pure centralized structure is often accompanied by cumbersome bureaucracy and the function of a pure decentralized structure is generally constrained due to possible stereotyping behaving and thinking way of civil servants with professional backgrounds.

The Village Fund (VF) is a programme initiated by the Indonesian government, aiming to fund activities that contribute toward achieving the Sustainable Development Goals (SDGs) in villages. Additionally, the Village Agenda-the 18th SDG-is a government initiative that employs local wisdom to implement the SDGs. This study aims to provide a detailed understanding of the VF and its implementation strategies to achieve the SDGs based on local wisdom. We began our work by compiling a literature review from the Scopus database, using a unique combination of a systematic literature review (SLR) and the PRISMA protocol. This process yielded 168 documents, published between 2014 and 2023, from the initial search and screening results. After further refining to ensure relevance, we were left with 151 articles that were analysed using the bibliometric method with VOSviewer, identifying nine clusters of research related to VF. The next step involved a content study of 115 documents, obtained from screening manuscripts using the keywords 'VF', 'sustainability', and 'Indonesia', to explore the characteristics of VF publications in the context of SDG implementation. To suggest strategies for how VF programmes can support SDGs in villages, we utilized a supplyside approach as well as a demand-side approach. Each approach has its advantages and disadvantages, depending on the economic conditions and socio-political environment. The results of this study will provide policymakers with insights into the critical factors influencing the effectiveness of VF distribution for achieving the SDGs.

Addressing the challenge of regional development in Mexico, a priority for authorities and society requires a holistic integration of economic and social policies geared towards sustainability. This research focused on deliberating about the impact of regional development on Mexican culture, adopting a qualitative paradigm, and conducting an exploratory study through a robust documentary review guided by a scientometric analysis. Databases such as Google Scholar and ScienceDirect were accessed without language restrictions, using descriptors like 'regional development,' 'Mexican society,' 'impact of regional development,' 'regional problems', and 'regional inequalities', covering the period from 2000 to 2022. The thematic lines identified in the research on regional development in Mexico emphasize the consolidation of public and social policies, the identification of regional problems with a particular focus on vulnerable groups and poverty in Latin America, and propose solutions to social inequalities through collective action and the promotion of local development
