The European regulation of biodegradable municipal waste (biowaste) treatment places a significant demand on local biowaste separation systems and consequent treatment (composting, anaerobic digestion). When implementing separate collection systems, there is a public demand for systems based on containers and bags. Based on a case study of the city Ústí nad Labem in the Czech Republic, the authors illustrate the difficulties encountered in the implementation of this kind of system. A series of factors should be paramount in the organization of biowaste separate collection, including the location of containers, the amount of contaminants, and system parameters (e.g. volume of containers, frequency of collection). The results obtained confirm how a precision-targeted information campaign may contribute towards reducing contamination of biowaste container content. Lower amounts of contaminants imply a simplified biowaste treatment (composting) and increased system efficiency. Furthermore, it was observed that the relocation of biowaste containers, or placing of additional containers in the system, resulted in an increase in public involvement as a result of the added convenience of separate collection proximity of containers. The equipment of the chosen city district by additional 55 containers increases the number of address points covered by the system by approx. 149.20% and the number of inhabitants by about 38.14%. However, this added convenience of separate collection is not cost-neutral, with the increased proximity of containers contributing towards a rise in collection costs including transport, and containers. The increase of collection costs ranges between 105.5 and 156.78% in comparison with the current situation.

The municipal solid waste collection and disposal service is a key element of the European strategy aimed at moving towards a circular economy. An efficient municipal solid waste collection and disposal is closely related to both lower waste tax and higher welfare of the interested population. In Italy, the lack of a centralized regulatory framework has determined heterogeneous performances of sector operators across the country. Firstly, we will be estimating the productive efficiency in different optimal territorial areas and secondly we will be forecasting the economic benefits that would arise under a new regulatory regime. Our approach combines the well-known yardstick competition and the price-cap mechanisms. Results suggest that if all territorial areas converged to the most efficient ones, a potential saving between 12% and 19% emerges, i.e., up to €2bn savings out of €10.05bn total tax revenue in 2015.

Sustainable municipal solid waste (MSW) management is regarded as one of the key elements for achieving urban sustainability via mitigating global climate change, recycling resources and recovering energy. Landfill is considered as the least preferable disposal method and the EU Landfill Directive (ELD) announced in 1999 requires member countries to reduce the volume of landfilled biodegradable materials. The enforcement of ELD initiated the evolution of MSW management system UK. This study depicted and assessed the transition and performance of MSW management after the millennium in Nottingham via materials flow analysis (MFA), as well as appropriately selected indicators based on the concept of waste management hierarchy and targets set in waste management regulations. We observed improvements in waste reduction, material recycling, energy recovery, and landfill prevention. During the period 2001/02 to 2016/17, annual waste generation reduced from 463 kg/Ca to 361 kg/Ca, the recycling and composting share increased from 4.6% to 44.4%, and the landfill share reduced from 54.7% to 7.3%. These signs of progress are believed to be driven by the ELD and the associated policies and waste management targets established at the national and local levels. An alternative scenario with food waste and textile separation at source and utilizing anaerobic digestion to treat separately collected organic waste is proposed at the end of this paper to fulfil the high targets set by local government and we further suggest that the recycling share may be improved by educating and supporting the public on waste separation at the sources.
