The article aims to study the theoretical and empirical foundations of combining free economic zones with industrial clusters. The theoretical foundation is provided by the concept of a cumulative and circular process and the theory of ‘new economic geography’. The empirical part deals with the creation of cluster-type economic zones in Russia and Kazakhstan. The symbiosis of special economic zones (SEZs) and clusters is expected to enhance export potential and act as a powerful catalyst for national innovative development. Establishment of clusters within the framework of the existing SEZs can bring to these zones highly efficient projects for manufacturing export-oriented products. Methodologically, the research relies on systemic and structural-functional approaches, the logical method and the method of formalization as well as on the comparative and grouping methods applied to analyze SEZs. The study also provides a general overview of the SEZs and clusters operating in Russia and Kazakhstan and indicates their main types and characteristics. The practical significance of this research is that its findings can be used to devise recommendations for improving economic performance of both countries, attracting new technologies and investments and addressing social and economic problems of the regions.

In the article the issues of establishing and functioning of the zones with special economic activity conditions are addressed and their impact on the environment in Russia and Kazakhstan is assessed. The relevance of the subject of the research is determined, on the one hand, by a qualitative change in the role of the environmental issues in the system of values of population of the post-soviet countries and, on the other hand, by cumulative increase of the negative impact due to the irrational environmental management. Information about the types of special status zones established in these countries is systematized. The key characteristics of these institutional entities are compared, which includes goals and specifics of their development, implemented organizational mechanisms, measures for support of business activities, offered tax incentives and preferences. The authors demonstrate that the adopted accelerated economic growth strategy within the framework of zones with special status is implemented disregarding the environmental effects of their development, which poses serious threats to self-preservation of the society and environment. Common and country-specific risks of functioning of the zones with special economic activity conditions are justified. Factors contributing to inadequate assessment of the negative impact on the environment of industries, created in SEZ were revealed. It is emphasized that the current legal and regulatory framework of these zones in Russia and Kazakhstan is aimed not at the prevention of environmental threats but at the easing of requirements for entities in the field of environmental management. Finally, conclusion is made about the greening opportunities of development of the zones with special economic activity conditions, a necessity to enhance the environmental legislation and mutual “best practices” adoption opportunities in this field in Russia and Kazakhstan. The empirical basis of the analysis is constituted by the results of the studies carried out within the framework of the research work “Enhancement of the State Regulation Policy of Accelerated Clustering of the Industrial Regions” implemented on the grounds of the grant funding of the Ministry of Education and Science of the Republic of Kazakhstan.

Currently, global urbanization trends offer various development models, but their main goal is to create a comfortable and safe environment for city residents. Most cities in Kazakhstan are small in scale and face several pressing problems, such as limited infrastructure, inadequate public services, economic challenges resulting in unemployment, environmental problems, and housing shortages. In this article, using the examples of the towns of Zhanatas and Karatau, an attempt was made to indicate the threat posed by wind to the sustainable development of monocities in the Zhambyl region. The working hypothesis of our study is that state policy supporting the sustainable development of small towns is insufficient and should be changed. Theoretical, empirical, and cartographic methods were used during the research, depending on the specificity of the analyzed territories. The unique climatic features of the cities of Karatau and Zhanatas, which are located in the study area, were taken into account and unfavorable meteorological phenomena were analyzed. The collected data were used to assess the impact of climatic conditions on the sustainable development of small towns in the study area. The research’s results allow one not only to determine the impact of wind exposure on the sustainable development of small towns in the Zhambyl region, but also constitute a basis for assessing, more generally, the opportunities and threats relevant to small towns.
