The war in Ukraine has led to large-scale destruction. The scale and nature of changes in the urban planning parameters of the Luhansk region under the influence of hostilities and the restoration of urbanized territories are studied. The purpose of the study is to determine the models and principles for the restoration of urban areas affected by hostilities. Theoretical and empirical methods of system and statistical analysis, analytical comparisons, urban planning analysis were used for the study. The paper considers the quantitative and qualitative nature of the impact of destruction and the socio-demographic and economic consequences caused by them on the change in the urban planning parameters of the Luhansk region. The information base consists of literary and archival sources, cartographic materials. The analysis of urban planning tasks for the restoration of urbanized territories destroyed as a result of hostilities is carried out. It is established that the war changed certain functions of the region. The task arises to determine how the change in functions affects the transformation of the territorial typology of the use of territories. The region is at the beginning of the phase transformation of the urban form. A methodology for assessing and making urban planning decisions is proposed. The urban planning tasks and directions for the restoration of the urbanized territories of the Lugansk region, destroyed as a result of hostilities, are analyzed. From the intermediate conclusions, it is advisable to single out that the region has significantly changed its functions. The military and special nature of the use of the territories will be a priority. So, the planning frame of the territory should undergo changes. It is necessary to revise and update general layouts, regional development schemes aimed at the advanced development of programs and projects that primarily ensure the structural growth of territories. The region will experience a labor shortage. So, recovery programs will face a shortage of builders. It is advisable to create and strengthen the departments of the chief architect of the city, expand the staff, to develop current and future tasks for the development of cities.

The scale and nature of changes in the urban planning parameters of the Luhansk region under the influence of socio-demographic and external factors are studied. The actual development trends of the Lysychansk-Rubizhne-Sievierodonetsk agglomeration, the evolution of the regional settlement system, the state and problems of the urban development of the region are determined. To conduct the study, methods of system analysis, analytical comparisons, statistical analysis, urban planning analysis were used. The information base consists of literary and archival sources, cartographic materials. Quantitative and qualitative changes in the main territorial and urban planning parameters of the Luhansk region have been studied. A methodology for assessing and making urban planning decisions is proposed. The urban planning tasks and directions of transformation of the residential environment of the Luhansk region, controlled by Ukraine, are analyzed. Lugansk region in modern conditions is an outsider of socio-economic development. The occupied territories of the Lugansk region of the so-called ORLO (separate districts of the Luhansk region) are in a state of crisis. Industrial, ecological, social degradation is intensifying. This trend can lead to the devastation of settlement systems. The tasks of rational transformation of the territorial-planning organization of the Lugansk region remain relevant. From the intermediate conclusions, it is advisable to single out: the region has significantly changed its functions. The border and the line of demarcation of the JFO will still indefinitely be the determining factor influencing the state and development of the region. The task of the territorial development should be considered at the level of the Lysychansk-Rubizhne-Sievierodonetsk agglomeration and the structure of the region as a whole to ensure the growth of its potential. It is expedient to implement priority tasks according to unconditionally effective options that give a quick and demonstrable result. It can be education, transport infrastructure, anything that raises social standards. It is necessary to achieve a consensus of different groups of the population in the implementation of urban planning tasks and projects.

З метою визначення напрямів трансформації управлінської безпекової парадигми у сфері цивільного захисту досліджено сучасні європейські безпекові реалії, які потребують нового погляду на базові документи ЄС у сфері безпеки, що нині частково відповідає сучасному стану безпеки на континенті, проголошуючи глобальними викликами диспропорції економічного зростання, негативних впливів зміни клімату. В умовах російської агресії, що триває, є нагально потреба у розумінні безпекового стану на європейському континенті та визначенні нових підходів до зміни поглядів на безпеку як головну умову сталого розвитку. Згідно з результатами дослідження визначено, що наявність інтеграційних механізмів України до європейського та євроатлантичного простору, закріплених у Конституції, та взаємозв’язок глобального, регіонального і субрегіонального рівнів безпеки ЄС створюють передумови розвитку цілісного безпекового середовища країни. Погляди, що існують у вітчизняному науковому дискурсі на безпекознавство, дають змогу трактувати безпеку як: 1 – стан захищеності з певним комплексом заходів захисного характеру; 2 – діяльність державних інституцій у сфері безпеки без участі громадянського суспільства під час створення єдиного безпекового простору. На сьогодні безпекознавство розвивається як новий науковий напрям щодо напрацювання методів дослідження і конструювання безпекових систем у різних сферах для подальшого їх об’єднання в єдине безпекове середовище. Поведений аналіз процесів зміни управлінської безпекової парадигми у сфері цивільного захисту в умовах сучасної України дає змогу засвідчити комплексність трансформації безпекового середовища, пов’язаного з україно-російською війною, супутніми загрозами та викликами кризових і надзвичайних ситуацій.
