Abstract:Although State health officers have shown a commendable awareness of the need for developing a formula for the allocation of State and Federal funds as grants-in-aid to local health units, they have approached this problem with a conservatism that was warranted by the complexity of the local factors involved. Patterns are now being evolved whereby there may be developed simple, but adequate, grantin-aid formulas which will be sufficiently flexible to be used in almost any State.
