This article examines the financial elements of agricultural production digital architecture in Russia during the transition to the fourth technological stage in order to compete and import substitution in the agro-industrial market of the country. The pandemic and its consequences have had a negative impact on the Russian economy, in the context of the country's insufficient food security and the inevitable increase in prices for imported goods, due to rising prices for hydrocarbons and the predominance of low-value-added food products in exports. Due to the weakening of the ruble against the falling oil prices, the economy may face the need for a new wave of import substitution. This study identifies the problems of the agricultural sector and the reasons for Russia’s high dependence on imports justify the need to develop high-tech technologies. Authors determined the development directions of agricultural production digitalization in Russia through innovative agricultural technologies based on the Internet of things, distributed computing, and artificial intelligence technologies. Increasing the level of the agro-industrial complex development, bringing it to a new independent stage, is vital. However, it is impossible without state support and the digitalization of technological processes.

Promoting the progression of agricultural modernization and digital economy integration has introduced new opportunities and challenges for the advancement of China’s agriculture towards high-quality development. Based on panel data from 31 provinces in China from 2011 to 2020, we use the entropy method, coupling coordination model, spatial auto-correlation model, and obstacle model to explore the degree of coupling coordination and influencing factors of China’s digital economy and agricultural modernization. The results show the following. (1) China’s digital economy and agricultural modernization are underdeveloped on the whole, but they show a positive upward trajectory. The digital economy is outpacing the development of agricultural modernization, but the gap between the two is gradually narrowing. (2) The degree of coupling coordination between China’s digital economy and agricultural modernization shows an upward trend. Additionally, there is regional heterogeneity and uneven development of the coupling coordination, i.e., it is high in the eastern region and low in the western region, accompanied by strong spatial agglomeration and correlation. (3) The main obstacle to the progression of the digital economy is digital infrastructure, while the main obstacle to the progression of agricultural modernization is agricultural production capacity. Based on China’s national conditions, we should fully promote the role of the digital economy, explore plans and strategies for promoting the digital economy in differentiated areas, mitigate any imbalanced development, promote the coordinated development of the digital economy and agricultural modernization, and provide decision-making references for the implementation of a digitized China, as well as rural revitalization strategies.

Scenario forecasting of the economic effects of agricultural modernization in digital economy

This paper studies the international models of digital development of the agricultural sector of economy and its structural elements used in the emerging models of innovative development of the Russian Federation. Various scenarios of forecasting of the economic effects of agricultural production development are presented. It allowed drawing a conclusion about the low level of compliance of digital economy with the necessary science-intensive indicator of gross domestic product, which requires radical government intervention and the reorganization of economy as a whole. It is possible to state that, first of all, it is necessary to create an appropriate theoretical knowledge base, using which it would be possible to carry out the process of training the necessary skills and competencies in the development of digital economy in Russian universities. International exchange of students and post graduate students is also extremely productive in terms of the development of new technologies. This is illustrated by the US agrarian statistical analysis in the field of modernization effects. Thus, the problem of scenario forecasting of the economic effects of agricultural modernization in digital economy is quite relevant and requires additional scientific research in this direction.
