State Capacity and Economic Development: A Network Approach

Abstract: We study the direct and spillover effects of local state capacity using the network of Colombian municipalities. We model the determination of local and national state capacity as a network game in which each municipality, anticipating the choices and spillovers created by other municipalities and the decisions of the national government, invests in local state capacity and the national government chooses the presence of the national state across municipalities to maximize its own payoff. We then estimate the … Show more

“…Another approach is to explicitly model spatial dependence across units in the context of general equilibrium network models. See, for example, Allen and Arkolakis (2014), Acemoglu, García-Jimeno, and Robinson (2015), Donaldson and Hornbeck (2016), and Desmet, Nagy, and Rossi-Hansberg (2016). Given the strong interdependence of spatial units within countries in terms of labor and capital mobility as well policy choices, more studies considering the equilibrium responses in the context of a network are needed.…”

“…State capacity matters for economic development (Besley and Persson, 2013, Dincecco and Katz, 2014, Acemoglu et al, 2015. The success of Asian Tiger nations speaks to the economic role that states can play (Wade, 1990, Evans, 1995, Kang, 2002.…”

“…As Carothers and de Gramont (: 6) argue ‘without minimally effective government institutions to support sustainable development, progress is likely to remain out of reach for many countries’. Beyond those basic functions, increased state capacity has the potential to improve provision of goods, as well as prosperity over the long term (Acemoglu et al ., ). The impact of such interventions seems not to be weighted in costing calculations, which are based on a short‐term timeframe.…”
